Page 5 <br /> Board of Selectmen <br /> Minutes <br /> February 13, 1995 <br /> PUBLIC DISCUSSION• <br /> Noni Ferriday requested input from the Police Chief with reference to <br /> his policy regarding high speed chases. <br /> Juan Bacigalupi,Assistant Director of the Cape and Islands Emergency <br /> Medical Services System,Inc.presented an invitation to members of the <br /> Board of Selectmen to attend a special presentation ceremony recognizing <br /> members of emergency medical services. It was noted that two Mashpee <br /> members are expected to receive an award. <br /> APPOINTMENTS AND HEARINGS: <br /> DPW Director re: Road Construction: <br /> Greg Taylor,the Director of Public Works was present to discuss future road <br /> construction projects with the Board of Selectmen. Bob Christman and <br /> Meryl Mandell of Vanasse Hangen Brustlin,Inc. were also present to <br /> discuss the Mashpee Roadway Management Study. <br /> The Board received copies of the Management Study for consideration. <br /> Mr. Christman indicated that pavement management provides factual data <br /> and effective prioritization of roadways in addition to cost saving measures <br /> and justification regarding budgets for roadways. <br /> The Board reviewed the slides as prepared by VHB of pavements in the <br /> Town of Mashpee. Our goal is a maintenance oriented network condition <br /> indicated Mr. Christman. <br /> Approximately 25% of Mashpee's roadways are in need of reconstruction <br /> improvements stated Mr. Christman. The optimum scenario is to allocate <br /> $900,000 during a three year period to fund road maintenance budgets <br /> suggested Mr. Christman. It was noted that the State provides an estimated <br /> annual funding of$292,000 for road improvement projects. <br /> With regards to further funding options,Mr. Taylor indicated that several <br /> Cape towns bond for their own road improvement projects. <br /> *The highest priority set by the Board is the completion of the Route 130 <br /> road improvement project and walkway/bikeway. <br /> In other business,Mr. Taylor indicated that the Commonwealth of <br /> Massachusetts has reviewed the plans as submitted by Field's Point for <br /> signalization in the area of Donna's Lane. <br /> All funds have been committed as it relates to the Stop and Shop project <br /> noted Mr. Taylor. Physical improvements will occur in this area with the <br /> absence of signalization at this time as a result of the traffic flow study. <br />
