Draft l - March 16, 1995 <br /> Explanation: <br /> Article 2l. <br /> To see if the Town will vote to provide for design, bidding assistance, construction, <br /> construction administration and an analysis of remediation alternatives for the closure <br /> and capping of the Asher's Path sanitary landfill as required by the Department of <br /> Environmental Protection,* and for said purpose and expenses incidental and related <br /> thereto the Town vote to authorize the Treasurer with the approval of the Board of <br /> Health to borrow $1,263,000 at one time or from time to time pursuant to Chapter <br /> 44, Section 7 of the General Laws, or any other enabling Authority, and to issue <br /> bonds or notes of the Town therefore, and further.raise and appropriate $500 to the <br /> Debt Issuance Account and the Board of Health acting through its Chairman, be <br /> authorized to apply for, accept and expend any state or federal grants or loans which <br /> may become available for this purpose, or take nay other action relating thereto. <br /> Submitted by the Board of Health <br /> Explanation: <br /> Article 22. O V I <br /> To see if the Town will vote to ise d appropriate, borrow or transfer from <br /> available funds $30,000 to fund eng Bring, permitting, reconstruction of existing <br /> revetments and construction of n vetments and jetties in order to provide <br /> shoreline stabilization and inte t sed' ents which cause recurring blockages of <br /> the Mashpee River, or take any ther action lating thereto. <br /> Submitted by the Herring Warden <br /> Explanation: The headwaters of the Mash ee River have repeatedly become <br /> blocked with sand. This past fall, the River dried up completely, preventing the fall <br /> migration of herring. (The Town had to spend approximately $10,000 to dredge the <br /> river, as ordered by the Mass. Department of Marine Fisheries). The processes that <br /> created the transport of sand into the River mouth still exist, however, and must be <br /> Mitigated or new blockages will continue. Money is needed for sediment-transport <br /> analysis, surveying and engineering, replacement and construction of failing shore- <br /> protection structures (revetments) and the building of jetties (at the mouth of the <br /> River) to intercept sand before it causes future blockages.
