Mr. Whritenour <br /> recommended that the Finance Committee's Expense Account should <br /> remain $1,000 and that the Reserve Fund should remain $100,000, <br /> Mr, Whritenour also mentioned that there would be a workshop the <br /> next day at : oPM, where the Selectmen would review his <br /> recommendations and hopefully agree to them, <br /> Bob Whar tenour, Executive Secretary <br /> Mr, Whritenour handed out a copy of a list of areas of <br /> concentration for an assistant executive secretary. He had <br /> previously provided a revised budget which contained this new <br /> position. He also provided a Grant Status Report. Mr, Whritenour <br /> explained that an assistant would be able to apply for many more <br /> grants which become available. Presentlyâ–º department heads and the <br /> Executive Secretary primarily make these grant requests and it i <br /> very time consuming, Mr. Goggin mentioned that he had spoken to <br /> the Town Planner and that Mr. Fudla indicated that there was a <br /> decline in the birth rate. He also provided an update on <br /> enrollment projections. Mr'. Goggia also asked the difference <br /> between Joyce Mason's position as Administrative Assistant and this <br /> new position? Mr. Whritenour explained that this position would <br /> essentially be another- set of eyes and ears for the Executive <br /> Secretary. <br /> Mr. Golub asked the amount in which Mashpee has to match in regard <br /> to grants. Mr, Whritenour answered that the Police Miring <br /> Supplement Program required a 2, % local match over a three year <br /> period for 2 police officers, Mr. Whritenour explained that there <br /> would be no penalty to the Town if the Town decided not to keep <br /> these police officers after three years. However, Mr. Whritenour <br /> did feel that the Town should make every effort to- keep thea. <br /> Mr. Goggin asked about the accounting involved in the grants. He <br /> asked who controls the money when received? Mr. Whritenour <br /> explained that they have very detailed guidelines. Mr. Ferriday <br /> asked if the Chamber of Commerce helps with grant writing at all <br /> Mr. Whritenour answered that the Town and the Chamber work closely <br /> but that they are not professionally staffed. They provide <br /> information, but if anyone is interested then they would be <br /> directed to the Town Hall. <br /> Mr. Whritenour also stated that the Board of Selectmen have not <br /> discussed this position.
