"°r Town of Mashpee
 . ...
16 Great Neck Road North
Rviii ca,v Mashpee, Massachusetts 02649
BOARD OF HEALTH - PUBLIC SESSION MEETING
Mashpee Town Hall — Ockway Conference Room
Minutes of the Meeting of July 12, 2018
Board Members Present: Member Absent: Also Present:
Brian Baumgaertel, Chair Mallory Langler, Clerk Glen Harrington, Health Agent
Laurel Almquist, Co-Chair
Chair Brian Baumgaertel called the meeting to order at 7:00 PM.
APPOINTMENTS
None scheduled.
OLD BUSINESS
1, Request for Septic Repair and Variances —438 Quinaquisset Avenue. Glen Harrington stated
that, after Willowbend Management and Cotuit Bay gave preliminary approval for connection of
the property to the sewer collection system, the designing engineer requested a 30-day
continuance to finalize approvals and to start a draft connection plan. A progress print was
provided. As the connection to the sewer system is not under the Town's jurisdiction, the
engineer has come back before the board as a courtesy, and to provide an update on the progress
of the design and requirements for tie-in. Mr. Harrington stated he believes an easement plan
for the pump line on the Cotuit Bay Condo property would be a minimum, along with documents
allowing the tie-in and fees for amount of sewer discharge/flow. He further stated that the
number of bedrooms would likely be memorialized within the documents, and that information
would be pertinent for the Town's records. The floor plans show it as a three bedroom dwelling.
Mr. Harrington stated that the board does not have to approve the sewer connection, but the
septic will have to be pumped and abandoned per Title V. The board could approve the
abandonment permit, as required.
As the design engineer did not attend the meeting, Laurel Almquist made a Motion to continue
discussion on the request for septic repair and variances at 438 Quinaquisset Avenue until the
next scheduled BOH meeting on August 23,2018. Motion seconded by Brian Baumgaertel. VOTE:
Unanimous (2-0).
2. Review Draft Innovative/Alternative On-Site Septic Regulation.
In anticipation of a full board at the next scheduled meeting, Laurel Almquist made a Motion to
continue review of the Draft Innovative/Alternative On-Site Septic Regulation to August 23, 2018.
Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0),
1
