4 <br /> Board of Selectmen <br /> Minutes <br /> August 27, 2018 <br /> DPW Director Catherine Laurent: <br /> Quashnet School Project: Change Order 44• Unforeseen Condition/Damage-Fire Alarm System: <br /> Catherine Laurent, DPW Director outlined her recommendation for approval of Change Order No. 4 to the <br /> Quashnet School Windows/Roof project in a memorandum addressed to the Board dated August 22, 2018. <br /> Six changes are proposed resulting in a net addition of$10,606.17 to the project cost. The change order <br /> would be funded through the budget contingency. With approval of this change order approximately 30% of <br /> the contingency would be expended. The project is 70% complete. <br /> Motion made by Selectman Gottlieb to accept Change Order No. 4 to the Quashnet School Windows and <br /> Roof project in the amount of$10,606.17. <br /> Motion seconded by Selectman Cotton, <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Gottlieb,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Opposed, none <br /> Ms. Laurent also informed the Board of Selectmen the fire alarm system was damaged in two zones during the <br /> replacement of the roof at the Quashnet School. The estimated cost for the repair is $60,000. The Owner's <br /> Project Manager (OPM) and Architect have recommended this cost be assumed through the project <br /> contingency budget as an unforeseen condition as the location of the conduit was not known prior to the <br /> installation of a new roofing system. <br /> It was disclosed the new roof system was mechanically affixed to the existing roof deck by screws in <br /> compliance with building code statutes for wind resistance. The fire alarm conduit was not shown on the plan, <br /> therefore the contractor was unaware the conduit to the fire alarm system was directly attached to the roof deck <br /> in certain areas. There was no visible inspection. The screws punctured the conduit and compromised the fire <br /> alarm system in two zones. Repair was necessary for the school to re-open, and Fire Watch was required for <br /> three days while the repair was being performed. Over 90,000 screws were used for the entire project. <br /> Ms. Laurent indicated if the location of the conduit for the fire alarm system was known, the original scope for <br /> the project would have included the rewiring of the fire alarm system as the fastening of the roof was required <br /> for compliance with the building code. The cost savings in the panel if the system was rewired is estimated at <br /> $18,000. <br /> Motion made by Selectman Gottlieb to authorize the repair of the damage to the fire alarm system at the <br /> Quashnet School for$60,000 and seek to recover$18,000 from the project architect. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Gottlieb,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Opposed, none <br />
