9 <br /> Board of Selectmen <br /> Minutes <br /> September 11, 2018 <br /> Discussion, Review and Execution of October 15, 2018 Town Meeting Warrant: (continued) <br /> Proposed Article(s): (continued) <br /> Discussion of Addition of Shellfish Funding Article: <br /> To appropriate $100,000 for the purchase of quahog and oyster seed for the continued implementation of the <br /> shellfish component of the Mashpee Comprehensive Watershed Nitrogen Management Plan. The funds would <br /> purchase 10,000 quahog seed to be grown and planted in Little River, Great River, Jehu and Hamblin Pond, and <br /> 2,000 bags of oyster seed to be grown in the Mashpee River. <br /> It was disclosed the deadline was missed to place this article on the warrant. There are no funds available for <br /> appropriation (free cash) to fund this project. Funding for this project is generally requested in May; however,the <br /> seeds are required for propagation earlier than anticipated to continue the remediation program. It was noted that <br /> free cash is generally certified in October. <br /> Board of Selectmen members related concern with respect to setting precedent and the lack of funding. <br /> Motion made by Selectman Cahalane to remove the proposed Shellfish funding article from the warrant. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: 4-1. Motion carries. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb, no <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, (1) <br /> Proposed Cell Tower Article: <br /> To amend the Zoning Bylaw by amending the Wireless Facility Overlay District to include a parcel of <br /> Town-owned land on Red Brook Road so that a proposed cell tower could be permitted (by Planning Board <br /> Special Permit) on the property. This article also corrects an outdated listing of overlay zoning districts <br /> which are not shown on the basic Zoning Map. This article is important for safety purposes. <br /> Motion made by Selectman Cahalane to add the proposed Cell Tower Article on the agenda. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br />
