Mashpee Planning Board <br /> Minutes of Meeting <br /> September 5, 2018 at 7:00 p.m. <br /> Waquoit Meeting Room,Mashpee Town Hall <br /> Present: Chairman Mary Waygan, Dennis Balzarini, David Kooharian, Joe Cummings, David <br /> Weeden, Robert(Rob)Hansen (Alt.) <br /> Also: Evan Lehrer-Town Planner, Charles Rowley-Consulting Engineer <br /> CALL TO ®RIDER <br /> The Town of Mashpee Planning Board meeting was opened with a quorum in the Waquoit Meeting <br /> Room at Mashpee Town Hall by the Chair, at 7:00 p.m. on Wednesday, September 5, 2018. <br /> The Chair stated that the meeting was being videographed and recorded, The Chair welcomed <br /> attendees and asked that anyone addressing the Board do so using the microphone, stating their name <br /> and their business. All comments should be addressed through the Chair and the Board and a <br /> determination will be made whether comments would be heard by the Board, or taken under <br /> advisement. The Planning Board encourages public participation. <br /> The Pledge of Allegiance was recited. <br /> APPROVAL OF MINUTES—August 1,2018 and August 15,2018 <br /> The Chair inquired about the status of the July 18 minutes and it was confirmed that they had not yet <br /> been approved. The Chair asked that they be added to the agenda for the next meeting. <br /> The August 1 minutes were mistakenly referenced as July 1 minutes, so were motioned and accepted <br /> as such. <br /> MOTION: In reference to the August 1511 minutes, Mr. Balzarini made a motion to accept as <br /> presented. Mr. Kooliarian seconded the motion. All voted unanimously. <br /> PUBLIC HEARING <br /> 7:10 p.m. Applicant: Southworth Mashpee Properties,LLC <br /> Property: Assessor's Map 63,Bloch 89 <br /> Request: Seeking modification of Special Permit to construct an additional <br /> twenty-two units on a 9.3 acre parcel located north of Sampsons Mill Road. 'Total unit count <br /> remains within the 287 units currently authorized under the Special Permit. Plan proposes new <br /> cul-de-sac with a central community center and will be tied into existing wastewater treatment <br /> plant. <br /> The appointed time having arrived, the Chair opened the Public Hearing, read for the record the Public <br /> Hearing Notice and recognized the project proponent. Attorney Jack McElhinney and Mathew Eddy, <br /> Baxter and Nye Engineering, represented Southworth Mashpee Properties at tonight's meeting. Mr. <br /> McElhinney confirmed that comments provided by Mr. Rowley had been addressed from his <br /> September 4 letter and plans had been updated. Regarding background information for the <br /> Preservation Restriction for archeological purposes, Mr. McElhinney reported that the restriction was <br /> located on an adjacent parcel and did not impact the property in question. Mr. McElhinney forwarded <br /> copies of historical information from the late 80s and early 90s regarding the agreements established <br /> between the original developers and the Massachusetts Historical Commission to the Board.
