`p4. �''9 Town of Mashpee <br /> 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall -Waquoit Meeting Room <br /> Minutes of the Meeting of October 11, 2018 <br /> Board Members Present: Member Absent: Also Present; <br /> Brian Baumgaertel, Chair Laurel Almquist, Co-Chair Glen Harrington, Health Agent <br /> Mallory Langler, Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7:03 PM. <br /> APPOINTMENTS <br /> 7:15—Title 5 Variance—23 Santuit Lane <br /> Danny Gonsalves from Down Cape Engineering introduced himself and explained the purpose and intent <br /> of the request for property line variance to a town-owned property. Brian Baumgaertel noted the <br /> utilization of the UV unit, and shared concerns that it requires a lot of maintenance,and kills good as well <br /> as bad bacteria in the water. He asked if UV units have been used in the past for this type of groundwater, <br /> and Glen Harrington answered that it is required in our innovative technology regulation if the distance <br /> to the border of vegetative wetland (BVW) is less than 75'. Mr. Harrington commented that this is a two- <br /> compartment tank with the second compartment being a pump, and the UV unit cannot be after the <br /> pump because pumping through the UV unit is ineffective. Mr. Harrington reminded members that, if <br /> pressure distribution is required, the Board does not require a denitrification system. There was <br /> discussion about the benefits of the distribution system, such as better distribution and longer retention <br /> time in the soil. Ms. Langler asked if the regulation is variable on the UV unit requirement, since it does <br /> not seem to be effective with the system being presented. Mr, Harrington answered that this would be <br /> at the Board's discretion, but reminded members that it has been consistently applied as part of their <br /> regulation. He added that a variance should be requested to adjust the distance from the soil absorption <br /> system (SAS)to the crawlspace from 20'to 10',with a liner provided. <br /> Mr. Harrington specified that approval of this Title 5 variance should include an annual inspection <br /> requirement, and a one-year minimum contract with a Class II WWTP operator that must be maintained <br /> for the life of the septic system, He stated that, per the regulation, the 0 & M shall include quarterly <br /> sampling for total coliform for the first two years. Mr. Baumgaertel reminded Mr.Gonsalves to stake out <br /> the project area due to the proximity to the property line. <br /> There being no further questions or discussion, Mallory Langler made a Motion to approve the Title 5 <br /> Variance at 23 Santuit Lane with the following conditions: 1) a second tank be provided for a pump <br /> chamber with the UV light in between the septic tank and pump chamber; 2) the property line be staked <br /> in the field prior to SAS installation, 3) the variance of the soil absorption system distance to the <br /> foundation be reduced from 20'to 10', and 4) require an 0& M contract for the Zabel outlet tee filter and <br /> the UV light. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0). <br /> 1 <br />
