2
Finance Committee
Minutes
September 6, 2018
Present: Mike Richardson, Jeffrey Pettengill, Sylvester Ryan, Chris Avis,
Gregory McKelvey, Philip McCahill, Darlene Furbush
Assistant Town Manager Wayne E. Taylor
Meeting Called to Order by Chairman Richardson at 5:30 p.m.
Ockway Meeting Room, Mashpee Town Hall
NEW BUSINESS
Continued Review of Drat October 15, 2018 Annual Town Meetin Warrant
in preparation for Annual Finance Committee Report:
The Finance Committee continued to deliberate on the October Annual Tow Meeting warrant in
preparation for the Annual Finance Committee Report. The following action was taken on the
Articles;
Article#9: To see if the Town will vote to adopt a Bylaw to prohibit the operation of
recreational/non-medical marijuana establishments and marijuana retailers within the Town.
The article explanation was amended under the definition, last sentence of the last paragraph to
read: The definition does not include Registered Medical Mar Juana Dispensaries as defined in
Section .174-24 (J) of the Mashpee Code.
Discussion followed with respect to the intent of the article and the impact if this was adopted by
a vote of Town Meeting. With the magnitude of the wastewater implementation program, this is
an opportunity to bring forth additional revenue to the Town of Mashpee. The benefit the Town
would lose from one retail facility is approximately $ 2 to $4 million dollars annually. Revenue
received from the host Mashpee Medical Marijuana facility is far less than revenue that would be
taken in from a retail establishment.
Motion made by Mr. Ryan to not support Article 49 as written.
Motion seconded by Mr. McCahill,
VOTE: 5-2. Motion carries to not prohibit.
Roll Call Vote:
Mr. Richardson,yes Mr. Pettengill,yes Mr. Ryan,yes
Mr. Avis, no Mr. McKelvey, no Mr. McCahill, yes
Mrs. Furbush,yes Opposed, (2)
