Lehrer, Town Planner <br /> Date: September 20, 2018 <br /> Re: OpenCounter <br /> The Mashpee Planning Department, in collaboration the Cape Cod Commission, developed a <br /> web-based zoning portal with OpenCounter. OpenCounter is an intuitive tool designed to make <br /> local regulations accessible to the public by revealing parcel-level zoning details, including <br /> existing uses, overlay and planned development districts. This helps applicants understand <br /> zoning challenges and opportunities for projects before engaging with municipal staff. <br /> Also working with the Commission in this pilot program were Barnstable and Yarmouth. These <br /> towns were chosen because they are contiguous, and each has a unique commercial base, <br /> population and geographic size. Development of the platform came at no cost to the town and <br /> there will be no cost for 1-year (beginning September 1, 2018) for continued maintenance and <br /> operation of the platform. After that year the Board of Selectmen may opt to become an <br /> OpenCounter subscriber. <br /> OpenCounter is designed for use by the new business owner or community member with little <br /> permitting or development experience however provides significant value on the back end by <br /> providing snapshots of what uses are in demand, and further, the challenges brought forth by <br /> arduous, cumbersome, and outdated permitting processes.
