3 <br /> Affordable Housing Trust <br /> Affordable Housing Committee <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2011 <br /> The Affordable Housing Committee charged with policy setting and the <br /> development of the Affordable Housing Production Plan for the Town of <br /> Mashpee has been actively focusing their efforts on affordable rental housing. <br /> Upon review of the available Town-owned lots,two parcels have been identified <br /> for the development of affordable rental housing. <br /> The Town-owned lot prioritized by the Affordable Housing Committee for <br /> affordable housing is comprised of approximately(7) acres. The property is <br /> located at 950 Falmouth Road,Mashpee and was previously considered for <br /> development by the May Institute. <br /> Mr. Ruchinskas gave input as to the process and potential roles of the respective <br /> boards and committees for the creation and management of future affordable <br /> rental housing in the Town of Mashpee. It was noted there is common <br /> membership on each board as communication was deemed the key to the success <br /> of the project and its development and management. <br /> As noted,the Affordable Housing Committee, a policy setting board does not <br /> have the fiduciary responsibility to hold and/or distribute funding. Whereas,the <br /> Affordable Housing Trust through its Board of Selectmen is the catalyst to make <br /> the decisions to acquire, hold and distribute funds to enable future affordable <br /> housing development opportunities in the Town of Mashpee. The Housing <br /> Authority governed by the elected members has the ability to create and manage <br /> affordable rental housing particularly for low income families and individuals. <br /> In cooperation with the Housing Authority,the Housing Committee and/or Trust <br /> has the ability to develop a Request for Proposal(RFP) for the development of <br /> affordable rental housing, and designate the Mashpee Housing Authority and/or <br /> the Housing Assistance Corp (HAC) if desired to manage the property. <br /> Presently,the Mashpee Housing Authority has gained knowledge of the RFP <br /> process with the development of the Asher's Path and Breezy Acres affordable <br /> housing projects currently managed as rental units by the Housing Authority, In <br /> both developments, a grant from the MA Housing Partnership was secured to <br /> conduct the feasibilities studies for the referenced properties. The Housing <br /> Authority in issuing the RFP's selected a developer who handled the permitting <br /> and contracting duties for the intended projects. <br />
