Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> September 10,2013 at 6:30 pm <br /> Waquoit Meeting Room, Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Kalliope Eglof� Berkeley Johnson, Allan Isbitz <br /> Also Present: Michelle Toby, HAC <br /> Absent: Michelle Springer <br /> CALL TO ORDER <br /> Chairman Abbott opened the meeting at 6:30 p.m. and the roll was called. <br /> APPROVAL OF MINUTES-August 6,2013 <br /> Mr. Johnson inquired about Town Counsel's response to the legality of removing the affordable <br /> housing deed rider and the Chair noted that there was not yet a response and planned to follow <br /> up with Selectman Richardson by email. Chairman Abbott added that the presentation from <br /> Mashpee Commons had been received. <br /> Ms. Egloff made a motion to approve the August 6,2013 minutes. Mr.Johnson seconded <br /> the motion. All voted unanimously. <br /> OLD BUSINESS <br /> Feasibility Study Status <br /> Chairman Abbott reported that in addition to him and Mr. Isbitz, Assistant Town Manager Tom <br /> Mayo, Horsley Witten Project Manager Brian Kutcha, Town Planner Tom Fudala and GIS <br /> Technician Clay Nickerson attended a meeting regarding the feasibility study. The Chair <br /> reported that the timeline had changed from October to December. Additionally, issues were <br /> discussed such as the habitat restricted area and the possibility of acquiring a waiver. The Chair <br /> provided Natural Heritage contact information to Mr. Mayo. Chairman Abbott referenced the <br /> conservation conveyance of 147 Lovell's Lane, slated for Town Meeting, noting that it would be <br /> an ideal candidate for credit to allow the development of 209 Barnstable, though the Lovell's <br /> Lane parcel would remain as conservation land. Mr. Mayo planned to discuss the issue with the <br /> Board of Selectmen, with a request to pull the Article from Town Meeting, but no additional <br /> information was available. <br /> The other issue discussed involved wastewater treatment at the site and the grading that would <br /> allow 140 gallons per day, which could allow just 8 bedrooms. It was recommended that the <br /> Board of Health be consulted for more information. The Chair will email additional information <br /> to Ms. Egloff so that she could look into the issue further. Mr. Isbitz agreed that the wastewater <br /> figures seemed restrictive, but a cause for concern, and that more information was needed from <br /> the feasibility study. It was confirmed that there was no discussion regarding innovative or <br /> alternative wastewater solutions but it was noted that it was a preliminary meeting where <br /> information was being collected by the consultant. There was additional discussion regarding <br /> the benefits of swapping 147 Lovell's Lane and receiving the credit for the donation, prior to <br /> donating the land to Conservation. The Chair indicated that he would follow up with Mr. Mayo <br /> regarding the Warrant Article. <br />
