Mashpee Affordable Rousing Committee <br /> Meeting Minutes <br /> October 1,2013 at 6:30 pm <br /> Waquoit Meeting Room, Mashpee Town Hall <br /> Present: Kalliope Egloff, Berkeley Johnson, Allan Isbit <br /> Also Present: Selectman mike Richardson <br /> Absent: Chairman Walter Abbott,Mchelle Springer <br /> CAS. To ORDER <br /> Vice Chairman Isbitz sat in for Chairman Abbott to open the meeting at 6:30 p.m. and the roll was <br /> called. <br /> APPROVAL OF MINUTES-September 10,2013 <br /> Mr. Johnson made a motion to approve the minutes. Ms.Egloff seconded the motion. All <br /> voted unanimously. <br /> OLD BUSINESS <br /> Feasibility Study Status <br /> The Vice Chairman reported that the feasibility study was on track for December and that'a one <br /> page status update had been provided by Horsley Witten, including research regarding nitrogen <br /> sensitive standards to the site,base maps and Title v concerns. There was also discussion regarding <br /> Natural Heritage and box turtle concerns, noting that the 3.8 acre site may not be viable if only % <br /> of the land could be developed, unless a land swap occurred. The Vice Chaim described the varying <br /> classifications of endangered turtles to include special conceM threatened species and endangered <br /> species. It was also noted that the Town Manager considered setting aside Heritage Park as a <br /> possible sap, though the site would need to be assessed by Nam Heritage and approved as <br /> proper heritage for the turtle. <br /> Foreclosures <br /> There was discussion regarding the second loss of an affordable housing unit, due to foreclosure, at <br /> the Main Street development. It was reported that banks generally are not subject to affordable <br /> housing restrictions in cases of foreclosure. However, in this situation the documents have an <br /> offsetting condition requiring any profits eamed by the bank to.be transferred to the Town. <br /> Selectman Richardson indicated that such transfers should be earmarked for the Affordable Mousing <br /> Frust. Mr. Johnson referenced the Martha"s vineyard example where there were deed riders in <br /> place preventing the loss of an affordable unit,but vice Chair Isbit indicated that typically banks <br /> would not be bound by affordable housing restnalons. There was discussion regarding the first <br /> loss compared to the second loss of an affordable unit at the sane location, and questions regarding <br /> whether the most recent unit had sola at a loss. The vice Chair expressed concern about the loss o <br /> two affordable units and suggested that revisions to the documents could be considered that would <br /> insure such housing would rein affordable in the event of a foreclosure. He also expressed a <br /> concern for adopting homeownership assistance strategies that mould minimize chances of <br /> foreclosure. Ms. Egloff recon ended connecting homeowners wi <br />
