•
`t
will compile a listing of all handicapped spaces in town. She said monitoring misuse of placards
is a very sensitive matter for the police and Chief Collins said he would do his lest. Michele
Brady questioned the spaces in town that do not have the handicap signs on the spaces. Charlie
Iaintainis also mentioned that the snowplows are plowing the snow into the handicap spaces.
Carol said this could be brought up at a Chamber meeting. Charlie suggested the owners of the
developments should be contacted. He noted some of the signs are too short and easily blocked
by snow piles. They should be 5 to 8 Feet tall. Charlie also noted some of the non-handicapped
employees of regular businesses that have handicap parking around them will park in one of
those handicap spaces. when he sees this, he calls the police and they respond.
Bob wooldrlge referred to the memo that Chief Collins developed for the selectmen. He stated
the chief did a great job in explaining the situation. Bob also mentioned that Geoff Spillane of
the Enterprise will he following up with articles.
Michele Brady announced that tomorrow night at 5;00, January 10, here wil l be a fundrai ser for
the new therapeutic playground at the K.C. Coombs School. They will be having musical
performances, appetizers, cash liar, raffles and a gallery exhibit at the Cotuit Center for the Arts.
All money will be designated for the therapeutic playground.
Carol and Mary Lou left the meeting to attend to other commitments.
Charlie suggested when articles appear in the Enterprise, they might want to mention that the
tenants and owners of the property be aware of the 2010 ADA g i delines where they would
attempt to make the spaces that are not technically correct to bring them up to specs because the
ADA considers this readily achievable.
Bob Wooldridge noted the Town Manager informed him the ADA members are not to have any
direct contact with Mashpee Commons management regarding ADA.requirements and to refer
any issues to the Building Department. The members expressed their concerns. Chairman
Wooldridge stated he would like to tour some of the handicap parking spaces with Richard
Morgan to point out some ofthe problems.
Charlie referred to a letter from town counsel, Mr. Costello, received in 2003 addressing
handicap parking requirements. It states in part, "Therefore, it is nay opinion that all parking
areas are required to comply with design requirements of the town's by-law. thus, it is nay
opinion that if the bylaw is amended to incorporate design standards of ADA and AAB thea all
parking areas will be required to comply with those provisions." Charlie noted ADA was
updated in 2010 and clarified some of the parking regulations. If the requirements are readily
achievable, they expect it to be done whether it is new construction or existing facilities.
Chairman Wooldridge referred to an article in the Mashpee Enterprise regarding proposed future
town projects: new splash pact at the playground at Heritage Park, upgrade retroorns and picnic
area at John's Pond, redevelopment of the community-park across from Town ball. He said the
projectsaspects all have access as ects to it. He noted Catherine Laurent, DPW, has clone a wonderfl
job of including handicap access in DPW projects.
