There were many Town <br /> BY-Laws in existence that were in conflict with the Charter and theBY-Laws had to be revised or <br /> deleted. <br /> Sec <br /> - �1 Administrative Code. d wed the meeting over to Chuck Gasior and Terrie Cook, <br /> who served as members of the Town Administrative Code subcommittee. <br /> i <br /> Chuck explained the Board ofSelectmen awarded a contract to the Government Consulting; <br /> Group in 2004 and that firm submitted its findings and recommendations in 2005. The Board of <br /> Selectmen appointed a committee to put together proposed organization chat for the Town. <br /> Chuck gent through the Town organization chart that existed,as well as those proposed. The <br /> proposals were adopted October-2008 and implemented,duly-2009. <br /> Action: 1 -Ask Joyce Mason whether she is considering any charges at this point now that it <br /> has been in place. <br /> (2)—Joke routinely holds"financial team"meetings. Should Business Manager of School be <br /> part of the"financial team". The School Business Manager would not report to Town Manager, <br /> but would be part of the" sial team". Good idea,but it would not be part of the Charter. <br /> On proposed Town Organization Chart(Appendix ,Community Development Director <br /> proposed,but not dune due to cost. Question; would it be easier for outsiders? <br /> Action: Ask Joyce Mason whether there is an opportunity to utilize Assistant Town Manager <br /> j under that scenario. <br /> S ec- -1b —Administrative Code. Last paragraph reads"An o�rganizatxori or reorganization plan <br /> shall become effective at the expiration of thirty days following the date of final adjo rnmcnt of <br /> the town meeting at which any such proposal has been approved by a majority note of the town <br /> meeting,or the elate the town meeting has finally adjourned without taking final action on the <br /> plan. The town meeting may vote only to approve or to disapprove an organization or <br /> reorganization plan submitted under this paragraph and may not vote to amend or to alter It." <br /> i Action: Ask Attorney for clarification...seems organization plan proposal becomes effective <br /> i <br /> with or without town meeting approval?`? <br /> Sec- - —Authority of Department Beads...Town Clerk raised the question why Town Cleric <br /> isn't given same authority granted to l'ir thief and to police thief. tommi ee no that no <br /> Other department head has that power, and Town Clerk subordinates report to the Town Manager. <br /> It was noted that authority granted to Fire Chief and to Police Chief to make positions"strong". <br /> Action: Committee to review. <br /> Sec- ,--Review of Appointments by board of Selectmen. Ed e plain* ed.the intent was it is-not <br /> an appointment until the Board of Selectmen confirms. <br /> Action: Check with Attorney regarding adding language to clarify intent. <br /> Sec - —Department of Municipal Finance. This section does not include schools. But in <br /> general scheme of things the School Department is a department of Town,so that 1s why Chuck <br /> suggested school Business Manager be part of the finance team. Scott McGee said he agrees <br /> because he feels school is part of the community. <br /> 2 <br />
