6 <br /> Community Preservation Committee <br /> Minutes <br /> September 6, 2018 <br /> NEW BUSINESS <br /> Discussion of State Guidelines for CPC Fund Management and Project Administration: <br /> (continued) <br /> It was agreed the CPC would consult with existing municipal boards; Community Preservation <br /> Act,page 16; Including Conservation Commission, the Historical Commission, the Planning <br /> Board, the Board of Park Commissioners, and the Housing Authority or persons in those <br /> capacities or pei forming like duties, in conducting such studies to see determine the needs (1, 5, <br /> and 10 years out) and/or desire for the CPC to continue moving forward. Other Town <br /> Departments under consideration to receive the memo include the DPW, Town Cleric, <br /> Recreation, Affordable Housing Trust, and Affordable Housing Committee. To allow for input, <br /> this would be a topic for review in November. <br /> It was noted that reducing the 3% surcharge may offset some of the costs associated to <br /> wastewater and other infrastructure projects. This would impact the state reimbursement from <br /> 100% in 2005 to the current 11%. Last year state reimbursement is was 19.1%. <br /> It was agreed that comparable CPA communities would be reviewed regarding their plans. <br /> In addition it was recommended that CPC projects and funds expended be further reviewed for <br /> comparison by percentage. <br /> Motion made by Mr. Smith to authorize the CPC Chair to contact existing municipal <br /> boards to gain input on the needs of Community Preservation as referenced. <br /> Motion seconded by Ms. Waygan. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Hyde,yes Mr. Halpern,yes <br /> Ms. Waygan,yes Mr. Pizzo,yes Mr. Smith,yes Opposed, none <br /> NEXT MEETING <br /> Thursday, October 4, 2018 —Mashpee Town Hall 7:00 p.m. <br />
