3 <br /> Community Preservation Cottee <br /> Minutes <br /> January 28,2014 <br /> Joan Muse—Lewis PppeM 32 Collins Lane; �.' ,Acres dor _;,, <br /> $1X00: <br /> .loan Muse,realtor was in attendance with William Lewis,Jr. owner of the above <br /> referenced property to further review the Lewis Property located at 32 Collins <br /> Lane, Mashpee. Currently,the asking price for the 3.7 acre parcel is $160,000. <br /> Discussion followed with respect to the attributes of the open space parcel <br /> deemed a residential-use property. Several benefits to the potential purchase of <br /> the Lewis property include; the protection of open space,the sensitive nature o <br /> the land which is surrounded by open space, the parcel does not have any wetland <br /> issues,the acquisition of the.property would prevent nitrogen loading from septic <br /> systems and a project of this nature would not impact Town services. <br /> At the November meeting of the CK,citizens,and representatives from <br /> 'E NERR,the'tribal Council, Conservation Commission and planning <br /> Department advocated for this_parcel for the protection of open space. The parcel <br /> lies approximately o' from the Mashpee River, and it is a part of the Mashpee <br /> Diver Corridor project. <br /> In fiscal year 2013,the Lewis Property was assessed at$165,300. The previous <br /> assessment was $183,,600, <br /> Consideration was given to develop the property as the Town is in need of <br /> affordable housing. A brief discussion followed with regards to the process <br /> related-to_40 , and the-development-of affordable housing for those-with-limited, <br /> . <br /> rncomes. <br /> When debating this matter, it was noted the department of wildlife and Fisheries <br /> is 'Interested purchasing a C nservafion Restriction CR on the.Lewis Property <br /> for$40,000. Since the acquLtsition of the propel is in the Open Space plan,the <br /> `on is also eligible to apply for funding through the LAND Grant formerly the <br /> Self Help Grant to obtain up to a 2%reimbursement. In order to apply for grant <br /> funding from the two entities,it is necessary for the warrant articles-to conte the <br /> appropriate verbiage. <br /> With respect to a CR, it was noted there are Mate restrictions which can prohibit <br /> activities on certain parcels acquired with grant funding. The question was asked <br /> if the Department of Fish& Wildlife has expressed apy Merest in purchasing the <br /> property. <br />
