3 Community Preservation Cottee Minutes January 28,2014 Joan Muse—Lewis PppeM 32 Collins Lane; �.' ,Acres dor _;,, $1X00: .loan Muse,realtor was in attendance with William Lewis,Jr. owner of the above referenced property to further review the Lewis Property located at 32 Collins Lane, Mashpee. Currently,the asking price for the 3.7 acre parcel is $160,000. Discussion followed with respect to the attributes of the open space parcel deemed a residential-use property. Several benefits to the potential purchase of the Lewis property include; the protection of open space,the sensitive nature o the land which is surrounded by open space, the parcel does not have any wetland issues,the acquisition of the.property would prevent nitrogen loading from septic systems and a project of this nature would not impact Town services. At the November meeting of the CK,citizens,and representatives from 'E NERR,the'tribal Council, Conservation Commission and planning Department advocated for this_parcel for the protection of open space. The parcel lies approximately o' from the Mashpee River, and it is a part of the Mashpee Diver Corridor project. In fiscal year 2013,the Lewis Property was assessed at$165,300. The previous assessment was $183,,600, Consideration was given to develop the property as the Town is in need of affordable housing. A brief discussion followed with regards to the process related-to_40 , and the-development-of affordable housing for those-with-limited, . rncomes. When debating this matter, it was noted the department of wildlife and Fisheries is 'Interested purchasing a C nservafion Restriction CR on the.Lewis Property for$40,000. Since the acquLtsition of the propel is in the Open Space plan,the `on is also eligible to apply for funding through the LAND Grant formerly the Self Help Grant to obtain up to a 2%reimbursement. In order to apply for grant funding from the two entities,it is necessary for the warrant articles-to conte the appropriate verbiage. With respect to a CR, it was noted there are Mate restrictions which can prohibit activities on certain parcels acquired with grant funding. The question was asked if the Department of Fish& Wildlife has expressed apy Merest in purchasing the property.
