Pro o ed-construction-of a bridge and.driveway to.provide vehicle <br /> access to Gooseberry Island from property located at end of Punkhorn Point Road. <br /> Continued from March 27, 2 I 'at the request of Commission to allow Applicant <br /> opportunity to research submit documents. N01 <br /> Resource Area: Land Subject to Coastal Storm Flow(Velocity and A-Zones), Land <br /> Linder Ocean, Salt Marsh, Bordering Vegetated Wetlands, Coastal Bank, `tidal Flats, <br /> Buffer Zone to Rare Species Habitat (Priority and Estimated I TI SP <br /> Materials Submitted: Revised Bridge Plan. <br /> Mr.. Jack Vaccaro-, Vaccaro.Environmental Consulting, accompanied.by Attorney Brian <br /> Wall and Tom Bunker from BSS Design presented the project. Jack noted this meeting <br /> was continued from the March 27 meeting at which there was much comment from the <br /> public and the commissioners. Mr. Vaccaro stated there were several issues the <br /> commissioners granted additional information on and they have done that. Jack pointed <br /> out the revisions and plan submittals and referred to the revised bridge plan. They have <br /> adjusted the height of the bridge from 5,feet to.7 feet. It is not an arched bridge but gives <br /> the effect of an arch. ,hack said they have also, based on the recommendation of the <br /> Agent, determined to increase the salt maria restoration to 2400 square feet. <br /> Jack Vaccaro said there were outstanding issues they were asked to look into: The <br /> question of ownership of the SN 'gust parcel on the east end of Iunkhm Point load and <br /> Brian Wall will address this issue. They also.consulted with a coastal geologist to assess <br /> how the bridge will affect the water circulation and.the associated.impacts of sediment <br /> distribution as it may affect land under ocean and the shellfish. Another issue was the <br /> whether the proposed bridge will withstand flooding in the event of storms and Tom <br /> Bunker will be addressing that. <br /> Brian Wall, Atty., representing the applicant said under the Mate Regulations we are <br /> required to have the notice of intent signed by the owner. Atty. Wall said he submitted a <br /> later along with a copy of the deed of record and also included a stamped plan prepared <br /> by Mr. Bunker shoving in his opinion the land is owned by SN Frust. Atty. Fall <br /> distributed a letter from Atty. Daniel Briansky stating that in his opinion SN gust is the <br /> owner of the land in question and also attached to the letter the Owner's Policy of Title <br /> Insurance. Atty. Wall ll said research indicates the Mass Legislature passed a special Act <br /> and Resolve approvingai bridge at this location-to lir. Tynsdale. It was never actually <br /> built but the legislation is still on the books. Atty. Wall felt they have met the burden of <br /> putting forth some credible evidence. Atty.
