<br />applicant should be required to tell the town, from the town manager on down, what the <br />project completely entails. <br /> <br />Dr. McCloud spoke about the marshland and how was it surveyed. In 1950 the town was <br />offered to buy Gooseberry Island and they refused it and if this goes thru it will be a big <br />mistake. He said he would like to see more details of the title. <br /> <br />Mr. Tom Bunker, BSS Design, said they have reviewed the design of the bridge. It is <br />designed to withstand vehicular traffic and also strong enough to withhold storm surges <br />and storm waves. The bridge design relies on three pile bents spaced 14’2” apart. He <br />said their recommendation was to use galvanized steel gratings for the deck surfaces. <br />The open gratings minimize shading effects to marine vegetation and prevent damage <br />during storms from waves. It was Mr. Bunker’s opinion the proposed bridge has <br />minimized any potential for adverse environmental impacts or to cause any harm to the <br />environment or to neighboring properties as a result of storm damage. The Agent said he <br />reviewed the documents regarding the strength of the bridge and the design. The <br />Commission requested an additional certified plan on the design of the bridge. <br /> <br />Jack Vaccaro said if the Commission prefers to continue this hearing so they can submit <br />structural plans, they will put off their discussion on the issues of water circulation. The <br />Agent reiterated the Commission would like to see a final plan stamped by a structural <br />engineer which would include water flow and sediment distribution. The Agent also <br />requested a signed letter from the Cape Cod Commission indicating they did a surface <br />review and attest to the fact that this does not trigger a DRI. <br /> <br />Jack Vaccaro pointed out the salt marsh restoration areas on a map and calculated 2200 <br />square feet to replant the footpath area. They submitted a salt marsh restoration plan. <br />The Agent recommended when it comes to the actual salt marsh restoration, if the project <br />is approved, that there be some professional oversight when it comes to mitigation which <br />can be conditioned. <br /> <br />George (Chuckie) Green, speaking as the Barnstable County District Supervisor, said the <br />town of Mashpee received a grant from NRCS to do mitigation on Mashpee Neck Rd to <br />reduce runoff from the road. <br /> <br />Steve Ide questioned the noise that will be coming from the bridge. <br /> <br />Rick York, Mashpee Shellfish Constable, asked if the bridge could be designed to reduce <br />the pilings so it would not impact the shellfish. <br /> <br />Mr. Vaccaro requested a continuance of the hearing to June 12, 2014 at 6:00 p.m. <br /> <br />Motion: Mr. Shaw moved to continue the hearing until June 12, 2014 at 6:00 p.m. <br />at the request of the applicants. Seconded by Mr. Sweet. Vote unanimous. <br /> <br />
