11ashpee Environmental oversight Committee <br /> Minutes of Meeting <br /> November 1 , 2013 at 7:00 p.m. <br /> Mashpee Town Mall, Waquoit Meeting Room <br /> Present: Chairman George Petersen, Selectman John Cahalane,'Ted Theis, Michael Talbot, <br /> Peter White <br /> Absent: Rick York <br /> CALL To ORDER <br /> The meeting was opened by Chairman Petersen at 7:05 p.m, with a quorum. <br /> APPROVAL of MEETINS MIWTES September 12, 201 <br /> Selectman Cahalane made a motion to accept the minutes of the meeting on September 12, <br /> 2013. Mr. Talbot seconded the motion. All voted unanimously. <br /> COMMUNICATIONS <br /> NEW BUSINESS <br /> Selectman Cahalane made a motion to add FEMA flood map issues to the agenda. lair. 'Talbot <br /> seconded the motion. ROIL CALL VOTE: Chairman Petersen,yes; Mr. Theis,yes; V <br /> Selectman Cahalane,yes; fir. 'Talbot,yes; Mr. White, yes. <br /> Mr. Theis stated that the new FEMA flood rows would seriously impact many 1 ashpee residents' <br /> insurance in flood zones. Mr_ Theis indicated that the Town of Marshfield and them-Coastal <br /> Coalition were separately challenging the flood maps. State Representative Dave Vieira has <br /> suggested that Congress intended for FEMA to research affordability issues with the flood map <br /> changes prior to implementation, but had not gone so. New legislation has been filed, but,towns <br /> should still consider filing a challenge. Chatham has been the only town on the Cape to challenge <br /> the reaps. There was discussion regarding the elevation Changes to the flood maps. Mr. Theis <br /> recommended that the issue be addressed locally and that the protest/appeal application and the <br /> informational page be made mailable on the Town's website and advertised to residents. SeleetrrYan <br /> Ca.halne suggested adding the issue to the Board of Selectmen"s agenda. <br /> Mr. Theis made a motion that the Environmental oversight Committee recommend to the <br /> Board of Selectmen that the FEMA Application Information for Protest or Appeal Form and <br /> the FIA National Flood Insurance Program and Your Property information piece be put on <br /> the Torn website and then advertised to the community so that people can be made more <br /> aware of their situation individually. Mr. Talbot seconded the motion. 4 yes, 1 abstain. <br /> Mr. Theis 'Indicated that he would draft a letter to distribute among the E C members for <br /> comments, before forwarding to the Board of Selectmen. Chairman Petersen suggested the <br /> possibility of offering ars informational hearing focused on both the nutrient management issue and <br /> the FEMA reaps. <br /> 5 <br /> ACTION ITEMS UPDATE <br /> Nutrient Management& Fertilizer Regulations for Fresh water Ponds & Estuaries <br />
