1. Town only option: There are two major issues that the Town <br /> needs to confront if it remains the sole responsible party: <br /> organizational capability and capital and operating funding. <br /> The Town will need expertise and capability to implement the <br /> plan that has been submitted to MEPA for review. While the <br /> Shellfish Department has the technical expertise to undertake its <br /> duties as outlined in the plan, it probably lacks the resources to <br /> manage the scale of the operation anticipated in the plan. <br /> Additionally, while the plan does not envision infrastructure <br /> development in the next year or two, that is not far away and the <br /> establishment of the internal capacity required to manage such an <br /> undertaking needs to be scoped out and acquired. We recommend <br /> the establishment of a team to evaluate the management and <br /> staffing needs required to run a wastewater management <br /> program. Said team would report back to the Board by a date <br /> certain. In the meantime, funds should be reserved in the budget <br /> process to allow for their inclusion in the FY 16 budget. The team <br /> should also be asked to evaluate the options for where this <br /> responsibility ought to be placed within town government. <br /> The second issue that needs to be addressed in developing <br /> options for funding the long term operating costs and <br /> accommodating the capital expenses within the Town `s CIP. A <br /> second team should be established to undertake this analysis and <br /> report back to the Board. <br /> The Cape Cod Water Protection Collaborative has funding to <br /> support municipalities taking on organizational and financial <br /> questions such as those outlined above and we recommend that <br /> the Collaborative be asked for support. <br /> Other issues that are important but do not require answers right <br /> now are the role of the Board of Selectmen and the Sewer <br /> Commission, the need to seek repeal of the District legislation <br /> authorizing it to be involved in wastewater, the merits of there <br /> being a Mashpee Water Pollution Abatement District with the <br /> Selectmen serving as Commissioners, and the handling of <br /> administrative issues such as billing and meter reading (although <br />
