F4 <br /> MINUTE <br /> SOUTH CAPE BEACH STATE PARK ADVISORY COMMITTEE <br /> OCTOBER 2 , 1994 <br /> MEMBERS <br /> PRESENT: Chai an Morris- Kirsner, John Cramer, Renee Fudal a, <br /> Francis LeBaron, Jerry Monaghan, winni f red Woods, <br /> Rep, Tom Cahir <br /> ABSENT: Patrick Ellis; Excused: Catherine Conroy, Ben Lofchie, <br /> Bruce McHenry, Bill Martiros <br /> ALSO PRESENT: Robert Sherman, Conservation Agent, Richard Flemming, <br /> South Cape Beach Supervisor, William Rennes, members <br /> of the public. <br /> Il MINUTES of PREVIOUS S MEETING <br /> Minutes of July 2 , 1994 were accepted as presented. <br /> III REPORTS <br /> Bob Sherman, Conservation Agent was invited to report on the <br /> action taken relative to DEM's petition. Mr. Sherman provided <br /> copies of the Permit Issue for members of the committee, and <br /> stated this project was long known to the advisory committee. <br /> Mr. Sherman continued, the original, MEPA documents had been <br /> pored over, and there had been some concerns raised by the <br /> Natural Heritage and the Endangered Species Programs . These <br /> concerns had not been specifically addressed in the Notice of <br /> Intent filed with the Conservation Commission, CM's Coastal <br /> Geologist was asked to visit the area and review the project <br /> and also requested the Natural Heritage and EndangeredSpe- <br /> cies .Program to visit the project. There was absolute cooper- <br /> ation with all of the state agencies relative to these reviews. <br /> The issues were ,agreed upon and resolved, on this basis, the <br /> Conservation Commission was able to prepare the permit. The <br /> Major parts of this project were relative to the creation of <br /> the parking lot. It became apparent that the Natural Heritage <br /> had some legitimate concerns with the dune restorations, in <br /> that, if they had restored it as originally presented, it <br /> might have presented problems for the ,piping plovers in terms <br /> of their ability to get from where they feed to where they <br /> nestO <br /> A meeting was arranged between DEM, Natural Heritage, and Ci. <br /> The details were worked out; the difference between our pro- <br /> posal and what was permitted, was the elimation of the dune <br /> restoration part of the work, and the approval of the parking <br /> lot and revgittion. An agreement was arrived at where, once <br /> the boardwalk was built, and found to interfere with nesting <br /> plovers, there would be an alternative boardwalk location; <br /> would be subject to our approval. <br />
