Kirsner further stated , upon further consideration, and
eons Tering_ that the right of a hunter to hunt in the Perk
was probational and renewable as a Matter of right each year
by the Committee, that technically this resolution, although
well motivated. , was not appropriates
Iv DISCUSSION F SUB-COMMITTEE REPORT :
The report , at the request of Chairman Rir'sner was read b
Winnifred Woods , and each paragraph was discussed by the
Co mitt. e.
The Chair recognized Greg Taylor, who acknowledged that certain
repairs had been made to the Town Beach. Mr . fir r er , at this
point , acknowledged that Mr . Taylor had always been a- major pro#
ponent for the Town to accept the new facility for the cur-rent
Torn Beach, as was the major constituency of the Committee .
However, Mr . Rirsner stated , one of the major reasons for ars
exchange was the belief that damage to the Town Beach could not
be repaired , and thus , would eventually be lost - to the Town ;
that the alleged ability to repair would undermine a major
reason for an exchange.
Mr . Taylor responded by saying that all that being maintained
is the foot-print that was there in 1966 , that there , in fact ,
is no reconstruction; that there . has been 18 feet of parking -
lot lost since 1990.
He commented on the "beach. nour.ishmentit * He also stated there
.itlni-n which the -Town -could 'exercise
were only two years left w
its option to exchange the Town Beach for the Facility ; that if
that option is not exercised , that the Tota Beach would be lost
-arid the town would be the only south facing community on Cape
Cod that does not have a townbeach. He further expressed his
interest in writing the Selectmen and requesting a new article
be placed In the .Torn Warrant , and trusted that he had the support
of the om'mittee* He stated that this was the first year that
townspeople had asked for a refund on their 'Town Bead permits
s they were disappointed in what they saw.
Greg Taylor expressed his concern as to the language used in
Paragraph leo which in part ,, referred to 'the advisability of

continued construction-s " He stated there was no continued con-
truction , only repairs . e stated there were three Notices of
Intent filed with the Department of Public Works . The f first
notice related to the extension of the road from ' the entrance to
South Cape Bead; the second was the parking lot at South Cape
