D. The Fitness Company— Mr. Harrington stated that the Food Establishment renewal application and <br /> fee have been submitted. However, the double fee and fine have not been paid. <br /> Mr. Kaplan commented that The Fitness Company will remain on the agenda until this is resolved. <br /> E. Upper Cape Helping glands — Glen Harrington commented that no Food Establishment renewal <br /> application has been received. Each time the Health Agents have gone to the food pantry during the <br /> posted business hours, it has been closed. Mr. Harrington will investigate thi further. <br /> Burton Kaplan commented that Upper Cape Helping Hands be kept on the agenda. <br /> F. 24 Spoondrift Way— Glen Harrington Inas not received a written opinion from Town Counsel <br /> concerning the three-bedroom issue. <br /> Burton Kaplan commented to continue the discussion on 24 Spoondrift Way. <br /> G. 3 Uncle Henry's Road — Glen Harrington stated that a letter of condemnation has not been sent. <br /> Mr. Harrington commented that Steven Lewis, owner of 53 Uncle Henry's Road, appeared before the <br /> Board and planned on submitting a contract within 30 days. Mr. Harrington stated that the Innovative <br /> Alternative system has never been installed. It was never purchased from waste water Treatment <br /> Services, and it has never been inspected. <br /> Mr. Harrington researched the reason for the Innovative Alternative system. The septic permit was <br /> issued in 1999 and was valid for three years with a one-gear extension. The system was installed in <br /> 2003, and occupancy was granted in 2005. The 1999 plan that was approved shows a denitrification <br /> syste m. <br /> Mr. Harrington stated that the Innovative Alternative System was required because there was a well at 52 <br /> Uncle Henry's Road. This property was connected to town water in 2002. Mr. Harrington has searched <br /> for the exemption to not install the Innovative Alternative System but-has been unable to route any <br /> paperwork . <br /> Kalliope Egloff feels that the owners should not be fined since they received occupancy from the Building <br /> Department. The "Request for occupancy" checklist was never given to the Board of Health from the <br /> Building Department for the Health Agent's final approval. <br /> Luer Burton commented that she would like to review the video from the December 19, 2012, meeting <br /> and place it on the agenda as a follow-up item. <br /> Glen Harrington stated than he will investigate 55 Uncle Henry's Road since this property and 53 Uncle <br /> Henry's Road were constructed by the sane people, and both required denitrification systems. <br /> Burton Kaplan commented that discussion on 53 uncle Henry's Road be continued for the next meeting. <br /> . Falmouth-Bourne Trash Agreement— Burton Caplan commented that Falmouth has signed the <br /> contract with Bourne for trash hauling. Mr. Kaplan lan would like to know where Mash pee stands. i lashpe <br /> does not have an agreement. <br /> Calliope Egloff believes that digging a hole and burying trash is not a very effective way of dealing with <br /> trash. Ms. Egloff feels that burying trash is not a proactive way of dealing with solid waste. <br /> Ms. Egloff stated that the Bourne Landfill -is being excavated with a large pyramid of waste in the middle <br /> of the Landfill. All of the re yclarbles are being removed and sifted out of the Landfill to create more room <br /> for trash. <br />
