S <br /> Community Preservation Committee <br /> Minutes <br /> November 15, 2018 <br /> Applicant: Andrew McManus Conservation Department <br /> Proposal Title: Conservation Land Restoration Upper Quashnet River: $320,000: (cont'd) <br /> Mr. McManus explained the Town has been negotiating with the Air National Guard for <br /> remediation funding. Through negotiations, the Town has secured funding in the amount of <br /> $844,000. Money to go towards the actual construction of the restoration project. <br /> The Conservation Department is before the Community Preservation Committee to seek funding <br /> in the amount of$320,000 for planning and permitting at the local, state and federal levels. <br /> Work would include data collection, field work planning and permitting. The Horsley Witten <br /> Group has worked with the Town in the past and would complete this phase of the environmental <br /> restoration. It is estimated this process may take two years. Additional funding is estimated to <br /> cost $350,000. The funding has not been secured to complete the project which is anticipated to <br /> take 4-5 years. <br /> The site was once a premier rich river system providing habitat for Sea Run Brook Trout and a <br /> variety of aquatic life including a herring run. Mr. McManus indicated this is a historic <br /> recreational site for the Town of Mashpee and beyond. Completion of the project would provide <br /> a tremendous benefit to the citizens of the town, for education and to restore recreational <br /> activities. Letters of support include; the U.S. Department of the Interior Fish& Wildlife <br /> Services and Division of Fisheries & Wildlife respectfully dated November 15, 2018. <br /> Applicant: Mashpee Conservation Commission and Falmouth Rod & Gun Club <br /> Proposal Title: Garner Bogs/Upper Childs River Restoration Project: $240,510: <br /> It was disclosed the Association to Preserve Cape Cod where Mr. Gottlieb serves as Executive <br /> Director has contributed monies to this project. The APCC and Mr. Gottlieb are not a part of the <br /> funding request before the Community Preservation Committee. <br /> Ken Bates, Chair of the Waterways Commission was in attendance with Gary Anderson of the <br /> Falmouth Rod & Gun Club to request CPA funding in the amount of$240,510 to assist with the <br /> restoration of the Garner Bogs and Upper Childs River project. <br /> The goal of the project is to create a cold water fishery in the Upper Childs River and restore the <br /> abandoned Garner and Farley cranberry bogs to wetlands. The land and waters are a part of the <br /> Towns of Mashpee and Falmouth, and lie within the Mashpee National Wildlife Refuge. The <br /> northern portion of the cranberry bogs fall within the Town of Mashpee. <br /> The applicant is the Mashpee Conservation Commission with the Falmouth Rod & Gun serving <br /> as co-applicant. The restoration project has been endorsed by the Mashpee Board of Selectmen, <br /> Conservation Commission and the Mashpee Town Meeting. <br />
