RpY'Lat� 6r� Town of Mashpee <br /> r <br /> h 16 Great-Neck Road North <br /> Mashpee, Massachusetts 02549 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall—Ockway Meeting Room <br /> Minutes of the Meeting of November 8, 2018 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel,Chair None Glen Harrington, Health Agent <br /> Laurel Almquist,Co-Chair <br /> Mallory Langler,Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7:00 PM. <br /> APPOINTMENTS <br /> 7:15—Title V Variance,190 Monomoscoy Road <br /> Mr. Harrington stated that a new construction septic plan forthis property was reviewed and approved <br /> in 1999,with a septic permit extension granted to 2003. The septic permit had since expired,and a new <br /> application is being made. The variances to the watercourse have been mitigated by the inclusion of the <br /> FAST denitrificatlon unit and the ultra-violet light. The original proposed dwelling was to be constructed <br /> upon piles which would not require cellar wall/crawl space variances. Two properties, 265 and 266 <br /> Monomoscoy,were required to have a composting toilet because they did not have enough pervious soil, <br /> but the setback distances to wetlands were similar. There is enough pervious soil here for the primary <br /> and reserve soil absorption systems. The location of the septic system Is the best that can be done for <br /> the property. <br /> Matthew Costa, of Cape & Islands Engineering, was present to represent the applicant, He stated that <br /> the relief being requested is virtually the same as what was previously approved back in 1999. An abutter <br /> to this property addressed the Board and questioned whether or not the activity on the lot had been <br /> properly permitted and.approved. Mr. Costa started that It had, and further explained about distance to <br /> wetland versus distance to groundwater,which seemed to satisfy the abutter's concerns. <br /> Laurel Almquist moved to approve the Title V Variance at 190 Monomoscoy Road with the following <br /> conditions: 1) a denitrification FAST unit with the 19 mg/l standard Is required on total nitrogen testing, <br /> per the DEP approval letter; 2)the VV light to be tested quarterly For two years for total coliform,with a <br /> standard of 200 colonies/ml; 3) a barrier with a poly liner or equal is required; 4) all samples are to be <br /> obtained from the distribution box;5)the property line is to be staked prior to installation;and 6)an O& <br /> M contract is required for the life of the system with a minimum one-year contract by a Class II WWTP <br /> operator, and Is to be submitted to the Health Department prior to issuance of occupancy. Motion <br /> seconded by Mallory Langler. VOTE; Unanimous(3-0). <br /> 1 <br />
