*APPROVED DECEMBER 11, 2018* Capital Improvement Program Committee Minutes December 5, 2018 APPOINTMENTS & HEARINGS (con't) Planning and Construction (con't) Mashnee Middle Hi h School Irri otion Well Total Funds: $25,000 This project is for the replacement of the twenty year old original head/pump for the irrigation of all of the MMHS fields and due to the high iron content in the water the replacement is being expedited before the pump fails. Chairman Collins asked if there were any questions from the Committee and there were none. Mash ee Middle High School Stadium Field Artificial Turf Total Funds:$1,500,000 DPW Director Laurent presented the project as follows: This is replacement of the grass in the stadium at MMHS with artificial turf as well as reconstruction of the track surrounding the field. Since the school's construction in 1995, the number of athletic teams using the existing fields has more than doubled. Condition of the fields are comprised by this more intensive use during the spring and fall seasons; there is not a sufficient number of fields to allow any to rest except in winter and summer. Summer is also the only time for DPW to perform maintenance on the fields Which is not ideal because of weather factors which are not conducive to growing of grass. Replacement of the grass with artificial turf would allow increased use of the stadium field, especially as the field is lighted. In addition, there would be annual savings in operational costs in labor and materials as fertilization, irrigation, mowing, line painting, and re-sodding/seeding would not be required. The track around the stadium field has also exceeded its expected life and is in need of reconstruction. The track was resurfaced approximately 10 years ago and it is now in poor condition. Replacement would allow integration of new timing technologies recommended by MIAA for track. Noncompliant conditions for certain track events would also be addressed with reconstruction. This budget number will be investigated further, if there is support of this project because of the very wide range of cost for the various materials. If the fields were converted to an artificial turf they could be used more year round and wouldn't require the same amount of maintenance as the grass fields, it could also help out with the maintenance of the other fields as the artificial turf maintenance is not nearly as time consuming as reseeding or repairing a natural grass field. There is a potential for revenue from renting of the field due to the fact that the stadium field wouldn't have to be shut down for maintenance, the Town does not rent the fields at the school now. 6
