MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 28, 2018 <br /> Attorney Kirrane said that the proposed use of the kennel and boarding facility is an <br /> allowed use upon grant of special permit relief under Section 174-24 C2 in the I-1 Zoning <br /> District.Attorney Kirrane mentioned that Scott Learned can address some of measures that <br /> have been taken to reduce if not eliminate any impacts of a facility of this nature that would <br /> have on neighboring properties; including acoustical measures that are taken on the inside <br /> of the building,the location play areas, and the fencing around the facility. It will also show <br /> where the animals are kept on site and provides security measures to keep them from <br /> escaping. <br /> The project was approved and recommended by Site Plan Review and Design Review. <br /> There is one element that was mentioned at Plan Review regarding the location of the <br /> parking in front of the building. There is a provision in the bylaw that suggests that parking <br /> should be on the side of the building or to the rear of building. The bylaw 174-37 affords <br /> the Board the discretion to deviate from that requirement if the Board determines that it is <br /> an esthetic improvement over the result of parking to the side and rear of the property. <br /> Attorney Kirrane said that the parking in front of this particular building improves the <br /> project esthetically and public safety issues. <br /> Mr. Scott Learned, Design Learned is a licensed Mechanical and Electrical Professional <br /> Engineer in Massachusetts, and he is also licensed in 46 other States. His company does <br /> interior design, mechanical/electrical plumbing, and fire protection engineering <br /> specifically for dog kennels, animal shelters, and veterinary hospitals all over the United <br /> States. It's a very unique building type it has a lot of specific aspects for animal safety as <br /> well as noise, odor, and removal of waste. This particular building will be a state-of-the- <br /> art in terms of noise control,waste removal,and cleaning systems.There's a lot of materials <br /> in the industry that are very specific to the care and treatment of animals. From a noise <br /> control prospective, the building is designed to have a high sound transmission class, and <br /> all the materials for both the exterior and the interior on the individual dog rooms,ceilings, <br /> floors and the doors. The sides of these buildings there is very limited windows and doors <br /> except where necessary into the play yards. A lot is done to control noise through <br /> behavioral adjustments. There are smaller groupings of animals, by age, behavior <br /> temperament, and condition. This is not an old school dog pound with several dogs <br /> corralled in one room, which is a very stressful environment. The buildings have fewer <br /> than 15 to 20 dogs per zone, which are isolated. There is separate HVAC system, noise <br /> controls, cleaning systems, and separate care. <br /> The inside and outside of the building has corridor and communication hallway systems so <br /> that you don't have to bring one animal through one area to get to another area. It's <br /> accessible throughout the individual spaces within the building without going through <br /> another dog kennel space. It's very quiet inside and outside. The play yards are located in <br /> the rear of the building. The building itself is used as a buffer for controlling any barking <br /> noise that may occur. <br /> 10 <br />
