MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 28, 2018 <br /> The building has a broad front to prevent barking noises from being heard in the front and <br /> also prevents the dogs from hearing vehicles that are driving in. The reason he prefers the <br /> parking in the front so the dogs don't hear the cars which are on the property for a very <br /> short period of time, and the people bringing their animals into the facility have a relative <br /> short walk-way. There is two levels of fencing so the animals cannot escape. The only area <br /> that does not have that double level of protection is when a person takes their dog out of <br /> their car and brings their dog into the front door. This path is kept as short as possible, and <br /> easy as possible to bring their dogs in and out. <br /> Mr. Gould asked where the drainage basins are located, and the plan for waste removal. <br /> Mr. Learned said that dog waste is controlled through the sanitary system. The waste <br /> system is fairly complicated. The design of the system has two separate sewage laterals, <br /> one is for wet waste that is from the floor drains, the grooming area, and the trench drains <br /> which has urine water and dog hair.That drain line runs separately out of the building,goes <br /> through a hair trap,and protects the sewer system beyond. The solid waste is scooped inside <br /> the runs or outside and is flushed and goes directly to the septic system. The septic system <br /> is about 50% to 100% larger for a building of this size to accommodate for the additional <br /> waste. It's a very tried and true system. He said the Board of Health Agent addressed his <br /> concerns at Plan Review and the system is sized appropriately. <br /> Attorney Kirrane said that this project will be going before the Board of Health to discuss <br /> any issues they have. <br /> There are two drainage basins, one in the rear of the property, and one in the front which <br /> are both sized for 25 years, 24 hours and was approved by the Conservation Commission. <br /> Mr. Blaisdell asked about the 8 ft. buffer along Evergreen Circle. <br /> Attorney Kirrane said it was originally proposed to be stone block along the front, but <br /> indicated that it would not be part of the plan. <br /> Tim Sawyer the Architect with Brown Lindquist, Fennucio & Raber mentioned that the <br /> design of the building is such to break up the massing and create a more modern style <br /> building. The materials contain stone, clapboard siding, and painted trim. It's a fairly long <br /> front facade but the roof is broken up with a center massing,and two wings to break up the <br /> scaling as Scott mentioned earlier. The building is used to buffer the sound both from the <br /> street to the dogs. <br /> Chairman Furbush wanted clarification on the outdoor area and how many dogs in those <br /> areas. He wants to make sure that there will be no complaints from neighbors in terms of <br /> noise. <br /> 11 <br />
