PERSONNEL BOARD <br /> MINUTES OF JUNE 127 1995 <br /> MASHPEE TOWN HALL <br /> The following Board members were present for the meeting: Joseph Della ala <br /> hairmar4 Norma Kumin, Carole Dumvar, and Ronald Levine. <br /> Selectman Costa and Selectman Caffyn were in attendance at the meeting to discuss the <br /> Personnel Boards Action Plan and Priorities. Selectman Dirlizio made a brief <br /> appearance at the meeting, but did not stay long. <br /> Chairman Deflagala convened the meeting at 9:12 a.m. <br /> A MIMSTRATIVE ASSISTANT POSITION <br /> Board members discussed the Administrative Assistant position to Elections and <br /> Registration Department. Joe D. made reference to the Board's last meeting on June <br /> where a motion was made by Donna K. to look into legalities of hiring outside <br /> applicants. Since that meeting, Joe D. said Haat he and Ron L. talked with Jane Labte, <br /> Town Clerk, and she did not want to go outside. Carole D. commented that if you have <br /> someone qualified from within the system, you must work within with those people. Joe <br /> D. made reference to the P.A.P., Employment Procedures, Section 5.5. <br /> Selectman Costa commented that the Board needs to review the union contract too. <br /> Norma K. commented that is why she recommended looking into legal aspects. Joe D. <br /> said that if we did go outside the town, the employee gets first preference. <br /> Ron L. made a motion to rescind the motion made by Norma I uniin at the Board's <br /> meeting of June 7 with reference to getting legal approval of Town Counsel. Norma K. <br /> seconded the motion. All were in agreement. Ron L. made another motion to <br /> recommend Deborah Dani for the full-time Administrative Assistant position in <br /> Elections and Registration. Carole D. seconded the motion. All in favor. <br /> Adrm*nistrative Assistant to Town Clerk <br /> The Board reviewed and discussed the job description of the Administrative Assistant <br /> position in the Town Clerk's office. They noted that With the job title of Administrative <br /> Assistant, the typing requirements would be 60 w.p.m. Selectman Costa commented <br /> that if you are going to pay well, the candidate should be able to type. Selectman Ca. yn <br /> conunaented that the typing aspect is not a high management skill.. Selectman Costa said <br /> that they are dealing with unions and here would be a conflict if they start changing the <br /> requirements. He said that there arespecifications for these ;obs. Selectman Caffyn <br /> commented that each job is unique. <br /> Carole D. noted that the individual in this position may be appointed by the Town Clerk <br /> to act as Assistant Town Clerk. There was concern expressed over the position only <br />
