EXHIBIT SR-A <br /> TO AGREEMENT BETWEEN <br /> THE TOWN OF MASHPEE SEWER COMMISSION <br /> AND <br /> STEARNS & WHELER, LLC <br /> Further Description of Basic Services,Duties of the Commission, <br /> Method of Payment and Related Matters <br /> 1. This is an exhibit attached to, made a part of, and incorporated by reference into the Agreement between the Town <br /> of Mashpee Sewer Commission (COMMISSION) and Stearns & Wheler, LLC (ENGINEER) providing for <br /> professional engineering services with regard to the Watershed Nitrogen Management Plan/Effluent Pipeline <br /> Preliminary Design. The Basic Services of Engineer as described in Section 1 of the Agreement are amended or <br /> supplemented as indicated below, and the time periods for the performance of certain services as indicated in <br /> Section 4 of the Agreement are stipulated as indicated below. <br /> 2. During the Study and Report Phase, ENGINEER shall proceed with the following Tasks upon written notice to <br /> proceed from the COMMISSION. <br /> Phase I Review of Existing Data. <br /> A. Review of existing data, local zoning and health regulations, Town and Cape Cod Commission <br /> regulations and procedures,existing project plans, previous wastewater facilities reports prepared by developers, a <br /> 1989 Draft Wastewater Facilities Plan prepared for the Board of Health by Weston & Sampson, Inc., the Mashpee <br /> Comprehensive Plan Water Resources/Water & Wastewater Facilities section and Land Use & Growth <br /> Management section, the reports prepared to date for the Popponesset Bay estuary by the U. Mass Center for <br /> Marine Science and Technology, the reports prepared for the Town by K-V Associates regarding water quality <br /> problems in the Mashpee River and Popponesset Bay, reports on Waquoit Bay nutrient loading impacts available <br /> through the Waquoit Bay National Estuarine Research Reserve, applicable reports prepared by the Cape Cod <br /> Commission water resources staff, groundwater mapping and modeling done for the area by the Cape Cod <br /> Commission, Earth Tech and the U.S. Geological Survey and other applicable information. The ENGINEER will <br /> obtain from the Town Planner the following documents at no cost to the ENGINEER. The ENGINEER will <br /> review these and other documents and restructure the data as required for use in the ENGINEER's analyses and <br /> report. <br /> • Watershed boundaries map as delineated by the Cape Cod Commission. <br /> • Well recharge area boundaries mapped by Earth Tech <br /> • Current land use map as prepared by the Planning Department <br /> • Zoning map indicating potential future land uses <br /> • Map indicating location of current private sewer and wastewater treatment systems, and location of <br /> proposed private sewer systems based on prior proposed development submissions to the Town <br /> • Cape Cod Commission Technical Bulletin 9 1-001 <br /> • Dr.Howes 12/97 report <br /> • Dr. Howes summer 1999 report <br /> • Comprehensive plan Water Resources/Water&Wastewater Facilities section <br /> • Comprehensive Plan Land Use&Growth Management section <br /> • K-V Associates report <br /> • MEP Popponesset Bay Report <br /> • MEP Quashnet Rivet,Hamblin Pond,Jehu Pond Report <br /> • Popponesset Bay TMDL Report <br /> • Quashnet River, Hamblin Pond,Jehu Pond TMDL Report <br /> • S&W Popponesset Sewering Study <br /> • USGS wastewater discharge modeling study <br /> B. Review and analysis of current and projected residential and non-residential development levels.
