Following I previously prepared and submitted for your consideration <br /> In response to your comments expressing surprise at LAI's "endorsement" of a pipe under the river for <br /> Monomoscoy and Seconsett(M&S) Islands, LAI wishes to apologize for the lack of a clearer engagement <br /> on this subject at the September/October meetings and also wishes to clarify our position on this issue. <br /> LAI acknowledged at the October meeting the technical feasibility of a pipeline under the river. We did <br /> not mean to imply that that the pipeline was the preferred/recommended option as there was no <br /> updated cost-effectiveness analysis(CEA) of the options,which is a requirement of the CWMP as well as <br /> good engineering practice.Again my apologies for not being more articulate at the meeting. <br /> We urge a CEA be performed along with the necessary siting studies for a cluster system. As you know, <br /> the cluster option will require land for treatment and treated effluent dispersal. Your comments on land <br /> availability are requested. LAI can be very creative on land requirements as the treatment facilities can <br /> be under paved areas (such as the boat yard) and the dispersal areas could potentially be at existing <br /> residential properties (i.e. drainfields) or in public rights of way. Per the MEP analysis, 100% removal of <br /> nitrogen is not required in this subwatershed. We needed to confirm that the additional nitrogen <br /> discharge with a cluster system for the M&S Islands is TMDL compliant.
