Chairman Fudala referenced operating costs and questioned whether they would be included in <br /> the property tax. Additionally, there would be water bill fees for sewer usage which could be <br /> charged to everyone or only res-idents connected to the sewer. The Chair also inquired whether <br /> fees should be charged to owners of septic systems and de-nice systems being serviced by the <br /> Town as well as operation management fees to the privately heel plants that would be taken over <br /> by the Town. <br /> Mr. Baker inquired whether$ o million would be an accurate figure for the'capital costs but the <br /> Chair responded that one scenario was estimated at a cost o $300 million and the other four <br /> scenar.ios suggested a range-o $600-$700 million. Mr. Lyons steal that no numbers were <br /> currently avaiiable and Mr. O'Hara suggested that real numbers may be available by summer, <br /> but that the cost to take over private plants are unknown. Commissioners will discuss the issue <br /> further in March. Peter Boyer of Falmouth may be invited to attend a future meeting. <br /> Budget Subcommittee <br /> It was recommended that the Commission submit two articles to the May Town Meeting <br /> W arrant. The Commission and Budget Subcommittee were in agreement that an individual hired <br /> n a contract basis would be needed to serve as an administrator for the Sewer Commission. <br /> rate per hour was determined at the Janum y 6 meeting, based on information from other towns, <br /> consulting Firms and DEP, as well as determining ars average of 20 hours per week. The <br /> Subcommittee developed an article requesting$60,000 for the position. The second article was <br /> dratted in response to anticipated additional expenses needed for public information in the <br /> amount of$7,500 as well as ars additional $ , 00 for consulting services if needed. The $40,000 <br /> provided to the Commission 11 years ago now has limited funds available. Both mounts would <br /> e placed in the existing account that was established in 1999. <br /> Mr. O'Hara made a emotion to move forward to the Annual Town Meeting the request for <br /> $60,000 for the Sewer Commission. Mr. eons seconded the motion. AH voted <br /> unanimously. <br /> The second article is for$159000 to add into the existing mount that has been used over the last <br /> 1 years. <br /> Mr. O'Hara made a motion to appropriate the transfer o $15,000 to the Sewer <br /> Commission. Mr. Klenert seconded the motion. <br /> Mr. Lyons suggested eliminating the wording"In order to fond unforeseen expenses" since the <br /> Commission knows that there will be expenses. Chairman Fudala responded that the wording <br /> was used for the original article to create the account. Mr. Marcefli recommended changing <br /> "unforeseen" to"unknown.'' W. Klenert expressed concern that the explanation was insufficient <br /> to receive the money. Mr. Menert suggested that the explanation more thoroughly convey the <br /> importance of the information to be dissemm* ated to the public. Mr. O'Hara recommended <br /> removing the word`unforeseen." <br /> The motion was amended to remove"unforeseen" in the Article. <br /> 7 <br /> r <br />
