The Chair summarized that there was a majority consensus to ask the <br /> Water District to request legislation to change the Charter to a water/Sewer District. <br /> Mr. Lyons emphasl ed the importance of both issues,, to provide quality water and to clean up <br /> the environment; and suggested that membership reflect equal representation of both issues. The <br /> Chair noted that the positions would be elected. M-r-Xlenert recommended that the Commission <br /> determine the goal for the joint meeting. The Chair stated that the.goal of the meting would be <br /> to determine whether the water Commission would support the merger. <br /> Mr. Lyons recommended developing a summary that would express the views of the Sewer <br /> Commission and a request to change the water District Charter to include,Sewer and to do so on <br /> balanced basis to avoid bias. Commissioners discussed.having 3 Sever members and 3 water <br /> members and another member. Mr.Klenert stated that members of the new organization would <br /> e elected. Commissioners discussed the paid positions with benefits and suggested the <br /> possibility of 5 or 7 members. Chairman Fudala noted that the issue of salary and benefits would <br /> be separate and not part of the Charter and stated that voters could eliminate benefits. The Chan- <br /> . <br /> referenced a previous situation whem the Town charged the Water District for the costs o <br /> building, engineering and planning so that the taxpayers paid twice, after the service was <br /> transferred from a town operation to the Water District. Commissioners agreed it should be <br /> ensured that a similar situation not happen again, such as for the SRF loam or High School <br /> Treatment Plant. The Chair suggested that it should be part of a agreement. Commissioners <br /> agreed that the issue be placed on the table at the meeting. lir. Klenert requested the figure for <br /> the daily amount of water used and the Chair estimated that it was approximately 2.5 million , <br /> gallons per day. Mr. Klenert suggested that funds could be saved over some time, by billing <br /> alongside the'mater District, which would assist in paying for such sewer needs as planning and <br /> engineering. <br /> Mr. Malarkey r recommended that a memo be drafted to summarize the Sever Commissioners" <br /> requests. Mr. Lyons stated that the memo should include three paragraphs, the first stating their <br /> recommendation that the Charter be changed, the second r c m' mendi ng that there be <br /> members and the final paragraph stating that the Commission does not wish to repeat the same <br /> mistake of charging the taxpayers twice. It was-noted that the memo would allow the <br /> Commission to appear organized and open with no hidden agenda. Chairman Fudala stated that <br /> the Sewer Commission is currently responsible for developing a wastewater plan and that the <br /> legislation.would be likely to tape -3 years. During the process, it will be necessary to continue <br /> with facilities planning and the plan may be approved by the State by the time a joint <br /> Water/Sewer Commission is created. The Chair suggested inviting a representative from the <br /> -Water District to participate in the planning process. It was noted that Perry Ellis was a member <br /> of the CAC but has not attended Sewer Commission meetings. Mr. Lyons recommended that a <br /> fourth paragraph be added inviting a representative from the water District to participate in <br /> planning. Commissioners discussed the possibility of the representative being an operations <br /> manager and not necessarily a water district Commissioner. Mr. Klenert emphasized the <br /> importance of the Sever Commission being cooperative'early in the process and work out the <br /> details at a later date. <br /> XECU FVE SESSION <br /> Not at this time <br /> , <br /> 4 <br />
