MOTION - ARTICLE 1.7 <br /> MOTION ON ARTICLE 17: L Matthew C.Patrick,move that the town appropriate$2,772,250.00 <br /> for the purposes of Article 17 including costs incidental and related thereto as follows:to fund <br /> wastewater management studies,planning,design,construction and demonstration with up to <br /> $500,000.00 for sewer design and engineering to implement the Comprehensive Wastewater <br /> Management Plan. <br /> To meet this appropriation,the Town Treasurer with the approval of the Board of Selectmen,is <br /> authorized to borrow said sum under the provisions of M.G.L. c. 44,s. 7(1),or any other enabling <br /> authority,and to issue bonds and notes of the Town therefore;provided,however,that no money <br /> shall be borrowed hereunder unless the Town shall have voted to exclude by Debt Exclusion this <br /> appropriation from the provisions of Proposition 2 and%2,so called,under the provisions of M.G.L. <br /> c. 59,s.21 CO)and only after passing a Town wide referendum vote that shall be placed on the <br /> ballot at the May,2011 town election, said sum to be expended under the jurisdiction of the Board <br /> of Selectmen: <br /> EXPLANATION: The main emphasis in this motion is on providing flexibility in funding to gather the <br /> information that is missing for a comprehensive analysis of options through on site demonstrations of <br /> projects alternative to conventional sewers,monitoring and studies to allow the Town the basis for proposing <br /> modifications to the CWMP over time,as appropriate. The objective is to minimize cost and maximize <br /> benefit in addressing the wastewater challenge facing Falmouth. <br /> The motion eliminates"repairs"from the eligible projects and caps the amount that can be spent on the design <br /> and engineering for sewers to$500,000. <br /> The following projects are only a guide submitted by the supporters of this motion and does not legally bind the <br /> Board of Selectmen to the suggested amounts following the projects thereby leaving the BOS flexibility in <br /> funding projects that will demonstrate alternatives. <br /> PROJECTS <br /> 1. Shellfish cultivation/nitrogen reduction demonstration&monitoring project..........................$200,000 <br /> (Explanation: Suggest a committee of Chuck Martinsen(Shellfish Warden),Ron Zweig, <br /> Ron Smolowitz and other experts familiar with the aquaculture field be formed to <br /> recommend locations for shellfish cultivation.) <br /> 2. Bourns Pond and/or Little Pond channel-widening—design/permit/build...............................$350,000 <br /> (Explanation: cost estimate for design/permitting of Bourns Pond($250,000)comes from <br /> Steams&Wheler draft CWMP pg.5-23.) <br /> 3. Permeable Reactive Barrier(PRB)demonstration project,Feasibility study <br /> todetermine best location .........................................................................................$250,000 <br /> (Explanation: Since a deep trench is required,siting is a critical element.) <br /> 4. Road runoff remediation for Little Pond,design/permit/build .............................................$100,000 <br /> (Explanation: Town currently spends$25,000/year on road runoff remediation. <br /> There are four(4)direct discharges into Little Pond.) <br />
