The Chair suggested that the Town would have a standard RFQ process. <br /> Charman Fudala will draft a memo to the Board of Selects and the Town Manager requesting <br /> a meeting with them or their representatives, at which a recommendation of how to proceed will <br /> be discussed.' <br /> Discussion Items <br /> -Lombardo Associates-Mr. Lombardo recommended r en alterative build out scenarios <br /> to provide additional information and the Chair reported that the percentage growth from here to' <br /> build out was 0%in Ma hpee, The Chair expressed concern regarding approved 40B projects' . <br /> in neighboring toms that were not included in the initial scenario runs. Mr. Lombardo <br /> recommended consideration of letting new growth pay for itself with impact fees. .The Chair <br /> noted that locations such as New Seabury or Southport offered the greatest growth and have their <br /> own private treatment plants. Mr.Lombardo referenced the new scenarios and recommended <br /> that a document be issued prior to the meeting to allow review of the information. Mr. <br /> Lombardo also referenced memos from SEMASS about the modeling runs, which indicated that <br /> budget numbers were there regarding the maximum allowances which could be made in the <br /> various watersheds. <br /> -Status of water& Sewer District-Mr. NWar inquired whether Iden Marsters of the'mater <br /> District had been invited to attend the meeting. Chairman Fudala responded that he had been <br /> seat the agenda for the meeting last week. The Chair sued that Mr. Marsters indicated that <br /> Water District Commissioners would be in attendance at the meeting and that Mr. Marsters was <br /> no longer the Chary of the District. <br /> -Commissioner Lyons, Flushing Proposal-Mr. Lyons noted that the intent was to educate <br /> residents about.the wastewater options to be considered and referenced the challenge of the many <br /> technical and engineering details. 14r. Lyons sued that the Flushing Proposal was ars effort to <br /> simplify the information and summarized that, by attacking 0% of the housing, businesses and <br /> existing processing plants to.reduce the level of nitrogen from 3 mi. per liter from today's output, <br /> approximately 43% of the nitrogen could be removed from the estuaries. Mr. Lyons referenced <br /> the spray disposal process which could reduce nitrogen from the effluent by 70%� Mr. Lyons <br /> emphasized the need to present the big picture.to residents, rather than the confusing details. F <br /> Chairman Fudala noted that specific numbers should be discussed with Mr. Howes and further <br /> discussed at a future meeting, <br /> Intermunicipal Issues <br /> Discussed during the PILOT Project presentation. <br /> Falmouth Issues <br /> Falmouth's Town Meeting Article, located in the packet, requested a$1.7 million override. The <br /> Article highlights the costs of individual experimental technology as well as wastewater facilities <br /> planning. The Chair indicated replacements were needed for the Falmouth and Barnstable <br /> Liaisons and suggested the possibility that the Sewer Administrator could serve a the liaison. <br /> Mr. Lyons recommended that discussion be tabled until the.full Commission was in attendance. <br />
