Falmouth resident Marc Finneran expressed concern about the management of Falmouth's waste <br /> facility and flow control. Mr. Finneran recommended that the town needed to gain better control <br /> prior to considering regionalization. <br /> Mr. Cavossa stated that Mashpee offered a good example of a public/private partnership. <br /> Mashpee Selectman Mike Richardson referenced the issue of Board of Selectmen control noting <br /> that Selectmen were unlikely to be interested in becoming involved with the day-to-day <br /> operation of the entity. Mr. Richardson suggested that the problems were not insurmountable <br /> and that a group should be initiated to begin working on the issues and moving forward. <br /> Mr. Putnam referenced challenges faced with the future of Falmouth's dump and the need to <br /> address Falmouth's solid waste and ways to reduce traffic on the roads. Mr. Putnam suggested <br /> possible expansion of the UCRTS in order to separate recycling and increase income. <br /> Mr. D. Barrett stated that the facility needed would be a$30 million operation, cautioning that <br /> private entities may not be interested without a higher volume of recycling. Mr. D. Barrett <br /> recommended that the Board discuss the short term problems with Mr. Podgurski while also <br /> considering 2015 and beyond. Mr. D. Barrett added that Bourne was expandable and that there <br /> were opportunities to working cooperatively. Mr. Goddard recommended looking closely at <br /> what was available at the UCRTS-18 acres with permitting to handle 286 tons per day. Mr. <br /> Goddard emphasized that decisions needed to be made, such as whether or not Falmouth wanted <br /> trucks on the road, in order to determine the future use of the UCRTS. <br /> Mr. Cavossa stated that recycling prices were being driven up due to a lack of volume at existing <br /> MRF facilities, and that it did not make sense to build a MRF facility on-Cape due to the lack of <br /> volume available. Mr. Cavossa referenced Covanta's rate reduction that resulted in increased <br /> waste, noting that haulers would dispose at the facilities offering the most competitive price. Mr. <br /> Cavossa recommended including Covanta in conversations with Mass Coastal. Mr. Cavossa <br /> proposed loading the town's trash for free in order to use the scale or building to load recycling <br /> and/or commercial trash for free. <br /> Heather Harper of Falmouth recommended that there be a focus on communication and <br /> leadership and recommended that objectives, goals and timeframes be established by the Board <br /> of Managers and provided in draft form to the member communities for their feedback. Mr. <br /> Cavossa recommended including the haulers in the process as an effort to increase volume. <br /> Mr. Guerino recommended that the proposals be very clear from the beginning with the <br /> parameters being established ahead of time in order to move toward implementation with the <br /> RFP process. Mr. Guerino emphasized the need to stick to the established parameters. Mr. <br /> Sullivan reported that Yarmouth and Barnstable were working on an RFP to pursue a <br /> public/private partnership. <br /> Linda Davis of Falmouth recommended that work on the issue begin as soon as possible and that <br /> consideration be given to setting goals for zero waste as well as other long and short term goals. <br /> Ms. Davis offered to be involved in a subcommittee as a representative of the public. There was <br /> discussion regarding the importance of having the right people involved with the subcommittee <br /> and the challenge of appealing to four'different Boards of Selectmen.Mr. Tilton announced that <br /> 5 <br />
