the Cape Cod Commission's SWAC planned upcoming meetings to review the pricing of the
proposals and stated that Sandwich would also be considering privatization.
Chairman Elliott inquired whether the subcommittee should incorporate members from each
town and/or private industry. Mr. D. Barrett recommended further discussion at the next Board
of Managers meeting. The Chair will add the discussion item to the next agenda. Mr. Goddard
recommended review of the UCRTS associated documents in advance of the next meeting.
OTHER BUSINESS
Falmouth Board of Health Hauler Regulation
Ms. Laurent inquired about the status of Falmouth's Board of Health Hauler Regulation that
collected fees from haulers who transported their waste to locations other than the UCRTS. Ms.
Laurent suggested that the collected funds should be utilized to cover the shortfall that occurs
with the UCRTS. The tonnage should then be attributed to Falmouth in their allocation of
operating and capital expense. Mr. Jack agreed that the tonnage would need to be attributed to
Falmouth but that the money had no bearing on the UCRTS since Falmouth already paid
transportation fees. Ms. Laurent clarified that if the UCRTS obligation fell short due to
Falmouth's regulation, it should then be Falmouth's responsibility to fund the shortfall with the
collected fees. Mr. Jack will follow up for more information.
Cape Cod Solid Waste Advisory Committee
Mr. Tilton reported that there would be a meeting to further discuss the proposed pricing but that
no meeting had been scheduled,
NEXT MEETING
Wednesday,January 11th 2012 at 8 a.m.
ADJOURNMENT
The meeting adjourned at 10:28 a.m.
Respectfully submitted,
Jennifer M. Clifford
Board Secretary
LIST OF DOCUMENTS
-UCRTS November 2011 Summary of Tonnage
-Intermunicipal Agreement
-Massachusetts Coastal Railroad Rail Transportation Contract
-Falmouth Health Department, Refuse Regulation
6
