Mr. Kooharian questioned at what point an agreement can be drafted teeing MAshpee citizens <br /> all of their rights to enter Mashpee(commons and the Chair responded that it would be a condition <br /> in the Development Agreement. The Chair suggested that the Board could workshop the items that <br /> are still a question in the minds of Board members in order to create a list without interruption. <br /> lair. Iooharian inquired about the setbacks and the effort to maintain a rural atmosphere, noting that <br /> four lanes of traffic do not feel rural. Mr. I ooharian suggested that buildings closer together could <br /> shield the pedestrians making it a pedeshian friendly area. Mr. Fudala responded that Steeple Street <br /> is an area in the plan that will create a pedestrian fabric across Route 28. The Chair suggested that <br /> the area may require a site visit. Board members discussed the challenge of making the area safe <br /> with five lanes oftraffic. Board members also disonsed the character ofll ashpee and efforts to <br /> renin rural. Mr. Petersen noted the buin front of Stop& Shop which serves to break up the <br /> visual of a parking lot or back of a building, imMving the ce of the area. <br /> Three Draft Articles Deeded for May Town Meefing <br /> Development Agreement-The Cape Cod Commission has adopted the Model Development <br /> Agreement Bylaw which requires towns to amend their zoning bylaws in order to participate in <br /> Development Agreements. Ms. senatori assisted Mr. Fuwith the rewired changes that will <br /> allow Planning Board involvement from the binning to the end of the process. <br /> oodplains-lir. Fudala-reported-that Mood District Zoning has been re=written and the Mood <br /> Insurance Program has new maps and new federal regulations that will go into effect in June. The <br /> Department of Conservation and Recrmfion(DCIS) is assisting municipalities with amending their <br /> bylaws in order to conform to the federal guidelines. The DCIS provided changes to lir. Fudala. <br /> Among the guidelines, a notice pry is wired when changes occur to a river course. This <br /> general bylaw will be an amendment to the Town's wetlands Bylaw. The Zoning Bylaw must <br /> eliminate specific building construction requirements and instead refer to state building codes so as <br /> not to create conflict. Mr. Fudala stated that if the'Town does not adopt the amendments, the Town <br /> will be disqualified from the flood inwrance program.
