Mr. Mull in recommended that the Planning Board representative be the Chair or the <br /> Chair's designee to allow flexibility, along with the Consulting Engineer or the Town Planner. <br /> Mr. Rowley questioned whether he would be authorized to grant a tree removal in an emergency <br /> situation requi ng immediate action. Mr. Rowley also questioned his authority during a situation <br /> similar to tonight's meeting, where the trees do not present a dangerous situation and he <br /> recommended that a distinction be made for the various situations. <br /> Regarding the trees that do not pose an immediate-risk to livelihood or property, the Chair <br /> suggested.that a site vi sit be requested by the Association and that the Chair or designee and the <br /> Consulting Engineer or Town Planner provide a field decision regarding the removal of the <br /> proposed trees. Should the Association disagree with the decision made by the Planning Board <br /> representatives, the Association could thea appeal the decision to the full Planning Board. <br /> Board members discussed emergency situations and Mr. Mullin suggested that common sense he <br /> used to race a decision regarding tree removal. The Chair stated that there should be a provision <br /> that, if a tree poses imminent danger, it-can be removed. Regarding a tree that poses an imminent <br /> threat to livelihood or property, the Association should make every effort to contact the Town <br /> Planner to schedule a site visit. However, if the site visit cannot occur in 24- 8 hours, the <br /> Association-may remove the tree but must then make a report to the full Planning Board VVith <br /> documentation, such as pictures, identifying the need for removal. <br /> It was also noted that if a gree has fallen, it may be moved out of the way.
