Goals and objectives are used here to describe what Mashpee' Economic levclopment Plan intends to achieve. Without such-statements of purpose,,it is difficult to prepare a plan that meets the particular n ods of the community. Goals are the f first-order of policy that in a general manner state the desired results-of the PI an's implementation. Obje ti cs are the-smmd order of translation that advances action toward each goal.Together,they provide the public with a basis for under~st coding the plan's mi tent as well as a fi-&mcwork for its implementation. The goals and objectives for growing the Homy of Mashpee we the result of brid ing the unmet but still relevant aims of the 1998 Plan with the Bindings of the more recent Public Opinion Survcy.Also factared in the goal-setting promm are the physical limitations of the community that define haw much growth is possible.
