I Board of Assessors Meeting, Page 3 � Board Action on FY1997 Real Estate Abatement App.lioat *ions Abatements Approved continued � .II._�� 1.1.9 - --- Vice Chairman Porter- made' motion the Board accept the List of FY1997 Real Estate Abatement Applications Approved on February 25 , 1997 , as presented and explained by ChairmanGreig; Marcia King rade second the motion; motion- passed; unanimous decision. The Dist was accepted by the Board. Capital Improvement' Committee ' s Proposal to Use $130 , 000 From Overlay Surplus for Maj2p.ing Program Marcia King introduced the issue. David Bailey explained that the proposal did not originate from Assessing but from Mr. Whriten ur at a meeting with the Capital Improvement Committee; it was agreed to use the Overlay if there is money available. Mr. Bailey had discussed the issue with Chairman Greig; the Board of Assessors had expressed opinion that a commitment should be made by , the Town to use the $1 . 5 Million in Overlay surplus for Tax Relief ; Mr .' Bailey believes the Town has committed to this; he sees nothing that has changed these considerations . Lengthy discussion followed. Marcia King expressed concern over the �apital Improvement Committee ' s present action of going to 'FinCom and Town Meeting with this proposal . David Bailey strongly feels that FinCom and other Town Committees and Boards must make it clear that the money may not be available. The Board of Selectmen will probably ask Assessing what is available i Surplus ; if it appears the tax amounts will exceed what was anticipated, then the money most likely will not be rade available for any other purpose. Chairman Greig expressed opinion there are many Town Departments that very much want to take advantage of the Mapping, Program; it is up to the Board of selectmen to decide how this can be accomplished "it is. a one shot deal" . David Bailey agreed; he expressed feeling it is far less important to Assessing but a great opportunity if this first phase of the program can be accomplished. The initial cost is yet unknown; the $130 , 000 is Greg Taylor ' s estimate based on his discussions with the Town of Falmouth Engineer. - Mr. Bailey pointed out that another issue to consider is once the bids tonne in, can the Town put enough pressure on the Government to pick up the tab for at least this first phase. Discussion followed. David Bailey informed that tomorrow he will speak further with Mr. Whritenour regarding- his consideration of the funding.
