The Dist was accepted by the Board. <br /> Capital Improvement' Committee ' s Proposal to Use $130 , 000 <br /> From Overlay Surplus for Maj2p.ing Program <br /> Marcia King introduced the issue. David Bailey <br /> explained that the proposal did not originate from Assessing but <br /> from Mr. Whriten ur at a meeting with the Capital Improvement <br /> Committee; it was agreed to use the Overlay if there is money <br /> available. Mr. Bailey had discussed the issue with Chairman <br /> Greig; the Board of Assessors had expressed opinion that a <br /> commitment should be made by , the Town to use the $1 . 5 Million in <br /> Overlay surplus for Tax Relief ; Mr .' Bailey believes the Town has <br /> committed to this; he sees nothing that has changed these <br /> considerations . Lengthy discussion followed. <br /> Marcia King expressed concern over the �apital <br /> Improvement Committee ' s present action of going to 'FinCom and <br /> Town Meeting with this proposal . David Bailey strongly feels <br /> that FinCom and other Town Committees and Boards must make it <br /> clear that the money may not be available. The Board of <br /> Selectmen will probably ask Assessing what is available i <br /> Surplus ; if it appears the tax amounts will exceed what was <br /> anticipated, then the money most likely will not be rade <br /> available for any other purpose. <br /> Chairman Greig expressed opinion there are many Town <br /> Departments that very much want to take advantage of the Mapping, <br /> Program; it is up to the Board of selectmen to decide how this <br /> can be accomplished "it is. a one shot deal" . David Bailey <br /> agreed; he expressed feeling it is far less important to <br /> Assessing but a great opportunity if this first phase of the <br /> program can be accomplished. The initial cost is yet unknown; <br /> the $130 , 000 is Greg Taylor ' s estimate based on his discussions <br /> with the Town of Falmouth Engineer. - Mr. Bailey pointed out that <br /> another issue to consider is once the bids tonne in, can the Town <br /> put enough pressure on the Government to pick up the tab for at <br /> least this first phase. Discussion followed. <br /> David Bailey informed that tomorrow he will speak <br /> further with Mr. Whritenour regarding- his consideration of the <br /> funding. <br />
