MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> AUGUST 8, 2018 - 6:30 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot, Rick York, Ashley Fisher, Katelyn Cadoret, Tom <br /> Hoppensteadt, Joe Cummings <br /> Absent: Dale McKay, Andrew Gottlieb <br /> CALL TO ORDER <br /> Chair Michael Talbot opened the meeting at 5:55 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> July 11, 2018 <br /> Motion: Joe Cummings moved to approve the July 11, 2018 minutes with <br /> one correction. Seconded by Katelyn Cadoret. Vote unanimous 6-0 <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> Discuss the Planning Board's Proposed Mixed-Use Planned Development <br /> Zoning Bylaw for the October Town Warrant with Mary Waygan, Chair; <br /> Please review the proposed bylaw vs. the Mashpee Common's proposed <br /> zoning changes <br /> Mary Waygan, Chair of the Mashpee Planning Board, distributed a copy of the <br /> Mixed Use Planned Development Zoning Article. She said the Planning Board <br /> submitted this to the Board of Selectmen for inclusion in the 2018 October Town <br /> Meeting Warrant as a petitioned article to make sure it would go in. Since we <br /> last met, Mashpee Commons came into the Planning Board and said that they <br /> are not going forward with their form base code bylaw for October town meeting. <br /> They will do it next year in either May or October. She said the Planning Board <br /> might ask the Board of Selectmen to pull the article which cannot get pulled until <br /> town meeting. She said she is visiting committees to keep everyone up to date <br /> because she is sure they will have an extended public hearing process. She said <br /> there would be a 60--acre development around Mashpee Commons with 100 to <br /> 1500 new dwelling units and some of the buildings would be 5 stories. The only <br /> density we have been able to get Mashpee Commons to state is 4 to 4 units per <br /> acre but if they go to five stories they will go above that. Their form base code <br /> piece doesn't have any inclusionary housing or open space but the planning <br />
