MASHPEE CABLE AND ADVANCED TECHNOLOGY ADVISORY BOARD (MCAT) <br /> MEETING MINUTES <br /> WAQUOIT MEETING ROOM <br /> APRIL 23, 2018 <br /> MASHPEE TOWN HALL <br /> Present: Andy Eliason,Lolita McCray and Morgan Peters <br /> Absent: Daniel Riley <br /> Also Present: Assistant Town Manager Wayne Taylor,Administrative Assistant Terrie Cook <br /> and IT Director David DelVecchio <br /> 1. The Chair opened the meeting at 1:00 p.m. <br /> 2. Minutes: Approve Minutes of January 23,2018 <br /> Motion: Lola McCray moved to approve the minutes of January 23, 2018, seconded by Morgan <br /> Peters. Vote unanimous 3-4 <br /> 3. David DelVecchio regarding request for initial funding of Clear Gov software package. <br /> David DelVecchio reviewed the ClearGov software package and distributed a ClearGov Service Order <br /> Agreement. He explained the cost is fair and the software is easy to use and if we close out by June 30 <br /> they will give us a 15% discount. The initial cost is $6,375 to be paid by MCAT and the Annual <br /> Maintenance will be$7,500 to be paid by the IT Budget in FY 20 and beyond. <br /> This service will make it easier for the public to review the finances of the Town. It will be easier than <br /> going into the annual report and easier to read with pie charts and bar charts. Wayne Taylor stated Cape <br /> Cod Commission referred us to Open It was cumbersome and it took them a year and they didn't even <br /> get us on the web and the cost was twice as much as ClearGov. He said we feel this is a better product <br /> for the public at large to see what we put out. It can be upgraded as time goes on but we want to take it <br /> slow. The information will be exported from MUNIS and once it appears, it will be more readable for <br /> the public. Terrie Cook stated the software is very impressive and will help the citizens see the <br /> budgeting process. <br /> Motion: Lola McCray recommended approval for the initial funding of Clear Gov Software <br /> Package in the amount of$6,375 and the maintenance for $7,500. The total approved is $13,875. <br /> This will cover the remainder of the current fiscal year. The future payments will be paid for by <br /> the IT Budget in FY 20 and beyond. Clear Gov Insights Onboarding: includes setup and <br /> unlimited training and support. Seconded by Morgan Peters. Vote unanimous 3-0 <br /> 4. Mashpee Community Television updates, if any. <br /> Mr. Taylor stated they have been doing some work with the Chamber on their guidebook and <br /> presentations for their Chamber Dinner and they are talking about televising a meeting with the Town <br /> Manager, Selectmen Chair and Finance Chair in regards to this year's warrant and the ballot questions. <br /> The School Project.Studio is completed. He said the MTV will be doing the town meeting. The Chair <br /> said hopefully the microphones will be in place. Mr. Taylor stated this will be addressed. <br />
