l YV <br /> I 3 <br /> • Design and Construction of JBCC Improvements (or Back Road Site facility if agreement cannot <br /> be reached on a regional facility). <br /> Design and Construction of JBCC/Back Road Sewer Extensions (Mashpee) to serve Subarea H. <br /> • If Quashnet/Moonakis soft solutions will not address 100% nitrogen TMDL and regional facility at <br /> JBCC is available, Sand-1, -2, and -3 should begin process of being connected to address the <br /> Quashnet River area, as should portions of Falmouth (in coordination/conjunction with any efforts <br /> regarding their plan and their demonstration projects being considered in that area).. <br /> • Connection of Quashnet and Coombs Schools to Mashpee Commons WWTF, upgrade as <br /> required. <br /> • If shellfish propagation is not advancing as fast as or to the levels anticipated: <br /> - Site 4 facility expansion (Phase 2) development to serve additional Mashpee River and <br /> Popponesset Bay Watershed Mashpee (south of Route 28); with new recharge facilities at <br /> Willowbend. <br /> - Upgrade of Willowbend facility. Upgrade of Stratford Ponds, South Cape Village, and <br /> Windchime Point to improve nitrogen removal performance in conjunction with age of system <br /> improvements. <br /> - Mashpee River sewer extension (south of Route 28). <br /> - Popponesset Bay sewer extension (south of Route 28, south of Willowbend). <br /> - In conjunction with their planning efforts, Barnstable to address portions of Cotuit peninsula. <br /> • End of Phase compliance reporting—consider updating MEP Model runs (landuse and <br /> hydrodynamic models) and MEP calibrate with water quality and benthic flux sampling as needed. <br /> • Coordinate with 208 Plan and potentially run CCC MVP tool in conjunction with MEP Model runs <br /> to check on updated water data and possible adaptive management approaches. <br /> • Determine additional evaluations of existing wastewater treatment facilities leading into next <br /> phase of proposed improvements. <br /> 2027-2031: Phase 3 <br /> • File Notices of Project Change and DRI modifications (as necessary) to inform (and gain approval <br /> from) the environmental review process on the agreements and funding that will allow the next <br /> steps to proceed. <br /> • Shellfish Propagation (continuation and future expansion). <br /> • If shellfish propagation continues to lag or is not advancing as fast or to the levels anticipated: <br /> - Upgrade of Southport to improve nitrogen removal performance. <br /> - Site 4 facility expansion with sewer extension to serve Mashpee River and Popponesset Bay <br /> Watershed Mashpee (north of Route 28)with associated sewer extensions. <br /> - Expansion of Willowbend WWTF service area. <br /> - Site 6 facility development initially to serve Ockway Bay area. <br /> 8612001.4 Town of Mashpee Sewer Commission ES-15 <br /> Final Recommended Plan/Final Environmental Impact Report <br />
