4` ' � u <br /> Scenario 4—Fair Share reduction. <br /> Scenario 5—Centralized treatment approach. <br /> Each of these scenarios was modeled through the Massachusetts Estuaries Project (MEP) program for <br /> both Popponesset Bay and Waquoit Bay East. The findings were used in the development of Options 1A, <br /> 1B, and 1C as outlined in the 2012 Technical Memorandum presenting these options for addressing <br /> nitrogen in the watersheds. The ultimate goal of these new options was to advance the development of a <br /> Recommended Plan for nitrogen management within the PPA. Each option was modeled by the MEP to <br /> demonstrate feasibility to meet the TMDLs. The results of these rnodel runs were formally presented in the <br /> Final ASAR. <br /> The 2013 ASAR summarized the planning efforts performed to date, the model results and findings for the <br /> three proposed Options (1A, 1 B, and 1 C), and the technologies screened (as part of the 2007 Technology <br /> Screening Report). This document also summarized the framework for the Recommended Plan and <br /> identified the general categories of nitrogen removal that would be used to form the basis of the <br /> Recommended Plan. <br /> The ASAR identified these main categories to address nitrogen removal: <br /> • Source Removal. <br /> • Direct Environmental Mitigation, <br /> • Land Management Strategies. <br /> Using these categories the ASAR outlined a framework for the development of the Recommended Plan. <br /> The 2014 Draft Recommended Plan built upon this effort and evaluated alternatives to the Option 1A plan, <br /> including: <br /> Centralized vs. new cluster area treatment facilities <br /> a Regional Solutions <br /> m Existing Wastewater Treatment Facilities (WWTFs) <br /> g Traditional vs. Hybrid Solutions <br /> -- Primarily: <br /> o Shellfish Aquaculture <br /> — Secondarily: <br /> * Permeable Reactive Barrier(PRB) <br /> * Bog and Wetland Restoration <br /> * Onsite systems <br /> The evaluations and draft recommended plan are included in Chapters 4 and 5 of this report. <br /> 8612001.4 Town of Mashpee Sewer Commission ES-4 <br /> Final Recommended Plan f Final Environmental Impact Report <br />
