Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> March 7, 2017 at 6:30 lam <br /> Mashpee Town.Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Bruce Willard <br /> Also; Wayne Taylor Assistant Town Manager <br /> Absent: Marie Stone <br /> CALL To ODE <br /> Chairman Abbott opened the meeting at 6:34 p.m. with a quorum and the roll was called. <br /> APPROVAL of MINUTE -Feb rua ry '7', 2017 <br /> Ir. Willard made a motion to accept the minutes. r. Isbitz seconded the emotion. All voted <br /> unanimously. <br /> Mr. Willard inquired about sharing approved minutes publicly, as he was contacted by Quashnet valley. It was <br /> confirmed that the minutes were public record but that, at this time, they were not available on the Town's <br /> website. In the future, a staff member in the Town Manager's office will be uploading minutes to the website. <br /> In the meantimel a hard copy of the minutes is available at the TownClerk's office. <br /> OLD BUS]INESS <br /> o Falmouth Road Feasibility turfy-Mr. Taylor distributed the proposal provided by Horsley Witten <br /> for the final portion of the feasibility study. Mr, Taylor was seeking support or non-support from. Committee <br /> members. Once the Committee states its approval of the proposal, Mr. Taylor will submit the document to the <br /> Board of Selectmen to request funds from the Cape Cod Commission. The Chair requested that members send <br /> an email to Wayne with any questions, comments or to voice their support for the proposal. The next Bo <br /> meeting will be March 26. once approved by the Board of Selectmen, Mr. Taylor will draft a letter to be sent <br /> with the proposal to the Cape Cod Commission to request the funds. As an engineering project, there was no <br /> need for a bidding process, though Horsley Witten was on the State Bid list. It was noted that there was no <br /> schedule included in the proposal. Mr. Johnson expressed his appreciation to Mr. Taylor for his efforts and <br /> Committee members were in agreement. There was discussion regarding the potential of habitat issues <br /> discovered in the second study and aspects of infrastructure that was determined in the first study. <br /> Discussion of warrant Article for May Town Meeting to Transfer 209 old Barnstable/950 <br /> Falmouth load-Mr. Taylor reported that the Board of Selectmen had approved the Town Meeting Articles for <br /> the two separate parcels, to be transferred to the Affordable Housing Trust. The Articles will appear at May <br /> Town Meeting. Mr. Johnson] inquired about how best to reach out for support for the Articles. There was <br /> discussion regarding reaching out to Men's Club, churches and people that members know and also possibly <br /> contacting the Enterprise for newspaper coverage. <br /> Affordable Housing Trust-Chairman Abbott referenced the affordable housing portion of the CPA <br /> funds to total approximately $671,000. Mr. Taylor noted that the number may not include the $200,000 that <br /> had already been awarded to the Mashpee Housing Authority. Mr. Isbitz inquired about the changing amounts <br /> of funds available over the years and Mr. Taylor responded that on two separate occasions, the sum of$300,000 <br /> had been awarded to the Mashpee Housing Authority. There was discussion regarding the funds that were <br /> intended to be used as a revolving loan fund, but had instead been provided as a grant. Mr. Isbitz noted than the <br /> intent of the legislation was for production of affordable housing. It was noted that when it was first presented <br /> to the Affordable Housing Committee by Ms, Botsford,the Committee had supported use of the funds as a - <br /> year maximum, revolving loan, as a means of residents to get back on their feet. Mr, Taylor added that some of <br /> the funds had been repaid and that some of the funds were used to administer the loan. <br />
