Daviel DelVecchio_-IT Update
David reported that if the proposed new Cell Tower to be placed on Town land by the fire substation is
approved at October Town Meeting, that will be most beneficial to the Town.
David said new equipment was installed at DPW and will reach out to the fire substation once approved.
Internet Services on Cane Cod
Dan Riley said Rep. Randy Hunt's office is spearheading an effort allow connection to the OpenCape
fiber optic backbone. It is the cable backbone that was paid through federal grant to connect all Cape
services. CapeNet was doing the services but now OpenCape will be doing their own services.
Dart said Rep. Hunt's point is why should we not be able, as communities, to connect to that backbone.
Wendy Williams proposed that MCAT invite Randy Hunt to the next MCAT meeting to make that
presentation. She said after giving us a presentation then in the fall do a public presentation. Lola
McCray commented that Rep. Hunt already had meetings for the public at Cape Cod Community College
and Lola provided 2 newspaper articles–one from the Mashpee Enterprise,June 30, 2017 and one from
the Cape Cod Times,April 27, 2017. Lola said that right now it looks as though the priority is more for
business than for residential. Dan said he thinks the big thing to understand and discuss with thein is what
they see as the end game—is it to change the law so that the Town is not constrained as to how they
make agreements or opening up to competition.
Dan asked: Have we limited ourselves, as communities, within the Commonwealth to get better service.
He said here is an opportunity to take something we all paid for and make the information,at least,to
provide us with better service.
David DelVecchio said the new Director of OpenCape is opening everything up to get more services.
David said the Director just hired a Director of Client Solutions, who is a good resource. David said the
biggest thing is the laws and how they distribute---just providing Internet access doesn't do it.
Dan Riley said fiber optic cable was strung down here to support business and the Town entities, but not
for residential use. So, you have a fiber optics backbone but not to every street within each Cape Cod
community. Town Hall is connected, but DPW is not. It still comes down to cost—it comes down to
drops per mile for a provider to make the connections to homes.
Dan said he is not clear on how the State interprets things, Does cable license have to impact the whole
municipality or merely parts of the Town?
David DelVecchio mentioned that he heard on a radio broadcast this morning that a state or several states
are looking at taxing"streaming"`I`V services.
MOTION: Wendy Williams motioned to ask someone from Randy Hunt's office to come to the next
MCAT meeting to talk about this. Lolita McCray seconded this motion.
VOTE: Yes-d.
Roll Call.Vote: Lolita McCray,yes. Dan Riley,yes
Andrew Eliason,yes Wendy Williams,yes
2
