S Page 1 Board of Selectmen Minutes February 12, 1997 Present: Selectman Costa,Selectman Frye, Selectman llarsters, Selectman Caffn, Selectman Iixmio Executive Secretary Robert whritenour Meeting filed to girder by Chairman Costa at 7:05 p.m. Mashpee High School W-or�qmal HearingL.District of Crifigpj Plannina Concern: The Board of Selectmen held an informational hearing for the purpose of considering the nomination of the Mashpee River area as a District of Critical Planning Concern. (DCPA For disclosure, Selectman 1larsters indicated that he will step down, and not participate in any discussions relative to this natter. The proposed areas of concern include; the Mashpee River subwatershed, and Shoestring Bay subwatershed. ICPC can establish a consistent set of rules to protect resources located in more than one town. Once established,, the regulations to carry out a] CPC are locally controlled. Regulations are created and enforced by the community ies . There is a limited moratonum,until local controls are set in place. In concern for Mashpee's rivers, bays, and drinking grater supplies, the Board opened the matter for public discussion to gauge the level of support for the action as proposed. Correspondence was received from the Mashpee shpee Environmental Coalition (MEQ, Conservation Commission and Cape Cod Commission CCS relative to this concern. (enclosed) Pre n tion by Conservation-Cornmigion - Mr. R h rrr n• Robert Sher an, Conservation Agent gave a slide presentation relative to the assessment of coastal nitrogen loading. As noted,increased algae growth, and siltation have caused a major decline in eelgrass stands, and have resulted in extensive shellfish bed closures. Increased nitrogen levels cause excess plant and algae growth. As plants die,the level of oxygen decreases which result in fish kill, and decreased water clarity informed Mr. Shernman.
