(DCPA <br /> For disclosure, Selectman 1larsters indicated that he will step down, <br /> and not participate in any discussions relative to this natter. <br /> The proposed areas of concern include; the Mashpee River subwatershed, <br /> and Shoestring Bay subwatershed. <br /> ICPC can establish a consistent set of rules to protect resources located <br /> in more than one town. Once established,, the regulations to carry out <br /> a] CPC are locally controlled. Regulations are created and enforced by <br /> the community ies . <br /> There is a limited moratonum,until local controls are set in place. In <br /> concern for Mashpee's rivers, bays, and drinking grater supplies, the <br /> Board opened the matter for public discussion to gauge the level of support <br /> for the action as proposed. <br /> Correspondence was received from the Mashpee shpee Environmental Coalition <br /> (MEQ, Conservation Commission and Cape Cod Commission CCS <br /> relative to this concern. (enclosed) <br /> Pre n tion by Conservation-Cornmigion - Mr. R h rrr n• <br /> Robert Sher an, Conservation Agent gave a slide presentation relative to <br /> the assessment of coastal nitrogen loading. As noted,increased algae <br /> growth, and siltation have caused a major decline in eelgrass stands, and <br /> have resulted in extensive shellfish bed closures. <br /> Increased nitrogen levels cause excess plant and algae growth. As plants <br /> die,the level of oxygen decreases which result in fish kill, and decreased <br /> water clarity informed Mr. Shernman. <br />
