Horth OFFICE <br /> 1 lash ee, Ma. 02649 <br /> Ladies and gentlemen: <br /> M <br /> As you may know, agreement in principle has been reached among the Massachusetts National <br /> Guard, the Massachusetts Executive office of Environmental Affairs, the United states <br /> Environmental Protection Agency and the Cape Cod Concession to reorient the current <br /> Massachusetts Military Reservation NUWRenvironmental review under the Massachusetts <br /> Environmental Policy Act and the National Environmental Policy Act "towards the original <br /> objective of developing a comprehensive,base-wide master plan which takes into account the <br /> regional (Cape Cod) context." <br /> This reorientation will include expedited completion of the groundwater study of the impact area, <br /> filing of a Notice of Project Change as a"Major and Complicated" project and a process for <br /> identifying projects that may go forward prior to completion of the master plan environmental <br /> review. I believe that this approach will enable us to work toward consensus on the long range <br /> civilian and military use of the NE\4R facility. <br /> The planning process will involve full participation of the Cape Cod community,including citizens <br /> and local officials. The process will make use of a Cor=u ity working Group established by <br /> MEPA for the review of the Master Plan IRIS. This working group will have representation <br /> from all of the Lipper Cape towns,including the town of Mashpee. It is our intent that future water <br /> supply protection and other resource management and capacity issues along with analysis of <br /> community economic impacts have priority in the planning process. <br /> The Cape Cod Commission is seeking funding for this project through the new Massachusetts <br /> Executive office of Environmental. Affairs Municipal Growth Planning Grant program. Proposals <br /> in this funding cycle rust be received by larch 21, 1997.
